Oxford Inspire Framework for Construction Services

The Oxford Inspire Framework for Construction Services is a procurement framework, a pre-approved panel of construction partners selected through a competitive tender process.

The Framework provides the overall structure through which the University procures and manages complex construction projects. It is the key vehicle for delivery of the University’s ambitious capital plan across its estate in the coming years.

It was introduced in October 2026 following a highly competitive procurement process. It provides a route to market for construction projects ranging from £500,000 to major developments valued at more than £15m.

The Framework was developed to establish long-term strategic relationships with a select group of construction partners capable of supporting the University's ambitious programme of estate renewal, expansion and decarbonisation. It includes two sets of contractors, with construction projects allocated between them according to total value:

Lot 1: Construction Services (£0.5m to £15m)

  • Beard
  • MSCI
  • Stepnell
  • Kier
  • GTH
  • BSN
Reserve contractors:
  • Wates

Lot 2: Construction Services (£15m+)

  • Willmott Dixon
  • BAM
  • McLaughlin & Harvey
  • MSCI
  • Galliford Try
  • Mace
Reserve contractors:
  • Wates
  • Kier

Unlike traditional procurement models, the Framework is built around an ethos of collaboration, early contractor involvement and continuous improvement. Partners work alongside the University from the earliest stages of project development, helping shape solutions, manage risk, improve programme certainty and drive greater value.

It also places a strong emphasis on innovation and digital transformation. The appointed contractors will work within a collaborative digital environment that supports the sharing of accurate project information, transparent management of cost, programme and risk, integrating with the University's evolving digital estate systems.

The Framework forms part of the University's wider procurement strategy to create high-performing partnerships that can support a diverse range of projects, from refurbishment and infrastructure upgrades to major academic, research and operational facilities.

This is the first of several planned purchasing frameworks that will be launched under the Oxford Inspire branding over the coming years, covering several other key areas of the University's estate management in which it works closely with contractors and consultants.
