Office for Students Registration

The regulatory framework for higher education in England. 

The Higher Education and Research Act (HERA) 2017 requires all English higher education providers to be registered by the Office for Students (OfS). The University of Oxford has been included on the OfS register as an approved (fee cap) provider since July 2018. In order to remain on the register of English higher education providers the University must comply with 26 conditions of ongoing registration. We ensure compliance by following a 3 lines of defence model within our governance framework.

These pages explain how the University complies with its ongoing conditions of registration and provides links to relevant documents, policies and websites.

In addition to conditions of registration, higher education providers are expected to submit certain data returns to the OfS through its portal. If you are a member of University staff who wishes to request access to the OfS portal in order to submit data, please contact our portal administrators Anna Gilbert and Louise Hasler using [email protected]. Unfortunately, we are unable to provide access to the portal to anyone working for the collegiate University.

Please note that the OfS is gradually transitioning to use of a new portal.  If you have a submission due, please leave plenty of time to ensure you have access to the correct portal and contact Anna and Louise with any questions.
