IT Governance and Strategy

This page provides details of those governing the strategic direction of information and communications technology (ICT) across the University and colleges.

> PRAC Budget Sub-committee (BSC)

BSC is a sub-committee of the University's Planning and Resource Allocation Committee.  A part of its terms of reference is to receive and keep under review, on behalf of the Planning and Resource Allocation Committee, five-year plans of income, expenditure and capital commitments for the University Administration and Services and the Academic Services and University Collections division and make recommendations on them to the Planning and Resource Allocation Committee.

> PRAC ICT Sub-committee (PICT)

PICT is a further sub-committee of the University's Planning and Resource Allocation Committee, it is chaired by the Registrar with the Director of IT as its chief executive officer.  The committee's terms of reference include the establishment of an ICT framework which enables centrally and locally provided services to work together efficiently, reliably and cost effectively, which reduces the replication of ICT services, and which ensures maximum benefits are gained from software licensing and ICT procurement.  Capital and development expenditure within ICT is reported to this committee and to the PRAC Budget Sub-committee (BSC).

> ICT Central Coordination Project

This project aims to bring together the University's central ICT services  (currently provided by OUCS, the ICT Support Team and BSP) into one integrated central ICT organisation.

> Office of the Director of IT

The Office of the Director of IT provides co-ordination for information and communications technology across the collegiate University. The Director of IT leads the development and implementation of the ICT Strategic Plan.  He is also the Chief Executive Officer of PICT, which enables him to escalate crucial ICT projects to the University governance agenda and to secure funding.

> OUCS Management Committee

Oxford University Computing Services (OUCS) offers facilities, training and advice to members of the University in all aspects of academic computing.  The department also operates, develops and supports the University's primary computing systems.  The OUCS Management Committee is responsible for the strategic oversight of its operations and budget and reports to PICT (the PRAC ICT Sub-committee).

> BSP & the UAS Information Systems Board

Business Services and Projects (BSP) manage, develop and support core business systems within the University, such as Oracle Financials, Oracle Student Systems (OSS), HR Information Systems (HRIS) and the Development & Alumni Relations System (DARS).  BSP reports to the Registrar and to the UAS Information Systems Board.  BSP is also accountable through BSC (the Budget Sub-committee) to PRAC and Council for certain expenditure.

> Colleges' ICT Committee

The Colleges' ICT Committee, a sub-committee of the Conference of Colleges, promotes and facilitates the involvement of college IT staff in the strategic development and day-to-day running of information and communications technology within the collegiate University.
