Nomination of external member of Council

Under regulation 9.3 of Congregation Regulations 2 of 2002, the nomination below shall be deemed to be approved unless not later than 4pm on Friday, 25 July, the Registrar has received from not fewer than 20 members of Congregation a written request for a postal ballot to be taken in respect of that nomination.

Approval of nomination of Mr David Norgrove as an external member of Council

The nomination by Council, under the provisions of section 4 (7)–(10) of Statute VI, of Mr Norgrove  as a member of Council for a four-year period from Michaelmas term 2014 to fill the vacancy left by Ms Alice Perkins standing down after two terms as an external member of Council, is submitted for approval.

Notes on the nominated external member of Council

David Norgrove graduated in Modern History (Exeter College, 1971) and has a diploma in Economics from Cambridge and an MSc in Economics from the London School of Economics. He joined the Treasury as an economist in 1972 and subsequently worked on relations with the IMF, in the Central Policy Unit and on a review of public expenditure accounting. He took leave from the Treasury to spend two years working for First National Bank of Chicago. Mr Norgrove was Private Secretary to the Prime Minister, Mrs Thatcher, between 1985 and 1988, before moving to Marks and Spencer in 1988. At Marks and Spencer he held a number of roles including as Divisional Director for Europe and of Menswear, reviewing the business strategy, and in Executive Director roles between 2000 and 2004. He was the first Chair of the Pensions Regulator 2005–10, and chaired the government review of the family justice system 2010–11. He has been a Trustee, Chair of the Audit Committee and Deputy Chair at the British Museum and carried out a review of governance of the Arts Council in 2012. He has chaired the Low Pay Commission since 2009 and has chaired the Family Justice Board, which is charged with the implementation of the Family Justice Review, since 2011. He was chairman of Pensions First, a company offering risk management solutions and analytics to pension schemes, banks and insurance companies in the UK and US, between 2011 and May 2014.
