Planning and Resource Allocation and Education Committees

(a) Clarification of fee liability for graduate students

Explanatory Note

The following changes clarify fee liability for graduate students in a number of areas, that is in relation to postgraduate taught students who are still receiving tuition or supervision after attempting an examination; students who wish to count composition fees paid while working for other graduate degrees towards DPhil fee liability, or to count fees paid towards a DPhil towards another research degree; and part-time graduate students. The changes codify existing practice in all cases. The opportunity is taken to delete an outdated clause, and to update the list of qualifications concerned. With immediate effect

1 In Examination Regulations 2012, p1103, delete ll 19–23, and substitute:

'Candidates who continue to work for one of the qualifications listed above after attempting failing an examination shall pay a composition fee for each term in which they receive tuition or supervision; but if they receive no further tuition or supervision, they shall...'.

'4. The number of composition fees payable under cl 3 above by those working for the degree of D.Phil. shall not exceed nine provided that:

(a) [for candidates admitted to graduate research study before 1 September 2006] candidates for the D.Phil. may count towards this figure up to six composition fees paid while working for any one of the degrees of M.St., M.Sc. by Coursework, M.Phil., M.Th., M.F.A., M.Juris., B.Phil., or BCL; [for candidates admitted from 1 September 2006 onwards candidates for the DPhil may count towards this figure up to three composition fees paid while working for the degree of M.Phil., M.St. in Legal Research, or B.Phil. provided that the candidate has been given leave to supplicate for that degree.]'

Fee requirements relating to full-time students undertaking graduate study shall also apply to part-time students holding the same status, save that part-time students shall be required to pay half the applicable full-time fee over twice the applicable length of time for full-time students, except where the fee for the part-time programme is otherwise specified in the regulations, and except where the applicable period is otherwise specified under cl 6 below.

56. The number of composition fees payable under cl 3 above by those working for any qualification other than the degree of DPhil shall not exceed six in respect of each qualificationfootnote, save that those students receiving tuition or supervision after attempting failing an examination shall continue to pay composition fees for each term in which they receive tuition or supervision, and:

(a) those who are part-time Students for the Degree of Master of Science in Applied Social Studies or Education shall pay not more than twelve composition fees;

(b), those who are students for the Degree of Master of Science in Bioinformatics or Evidence-Based Health Care, or Experimental Therapeutics, or Software and System Security, or Software Engineering, Surgical Science and Practice, or Sustainable Urban Development shall pay not more and not fewer than six termly programme composition fees (at the half rate) irrespective of the period for which they are registered for that degree; and

(c) those who are students for the Degree of Master of Theology shall not pay more than six fees (at the half rate) while working for Part II of that degree; and

(d) students studying for the Degree of Master of Studies in International Human Rights Law shall pay not more than six composition fees., save that for those students under (a)–(d) above who receive receiving tuition or supervision after failing attempting an examination or who require those students requiring an extension of time shall continue to pay composition fees for each term in which they receive tuition or supervision.

(b) Fees payable for examination registration, re-entry, re-submission and leave to supplicate 2013/14

Explanatory Note

The following changes amend the regulations governing the fees payable for examination registration, re-entry, re-submission and leave to supplicate in order to update these for 2013/14. Most of the fees have been uplifted in line with the increase in tuition fees for the year in question. The fees payable for re-entry to graduate taught examinations, and for resubmission of theses for graduate research degrees, have been adjusted in the light of the associated cost of payments to examiners, and of fees charged by other comparable higher education institutions for these purposes. On this basis, fees payable for re-entry to graduate taught examinations are being reduced, while fees for resubmission of theses for graduate research degrees are being increased on a phased basis over the next three years. The revised text reorders the clauses so as more clearly to distinguish between taught awards, research awards and higher degrees. It also moves fees for late entry and change of options into the same section so that all examination-related fees are presented in one place. 1Explanatory note The footnote in the regulations here means that these fees are payable only by students who do not pay tuition fees.  The courses under (a) (i) and (ii) do now charge tuition fees; these examination entry fees remain in the Examination Regulations only to cover any continuing students who started their studies at an earlier date.

Explanatory Note

The following change corrects an error in the regulations governing University fees for 2013/14 that were published in March 2013. The change amends the fees for the MSc in Sociology in 2013/14: the figures now given below are as approved by the Planning and Resource Allocation Committee and published on the University fees website. New text is underlined, and deleted text struck through.
