Changes in Regulations

Council has made the following changes in regulations, to come into effect on 12 July.

Medical Sciences Board

Explanatory Note

The following changes amend the composition of the Medical Sciences Board. The principal effects of the proposed changes are: to cluster the division's departments for the purpose of drawing the main group of elected academic staff members into the board's membership; to reduce the number of Associate Head members from three to two; to provide for the election to the Board of a member of the academic and research staff who is not a head of department or statutory professor; and to incorporate an external member and a member nominated by the Mathematical, Physical and Life Sciences Board into the core membership of the Board.

Text of Regulations

1 In Council Regulations 17 of 2002, concerning Divisional Boards, delete existing regulations 12–14 and substitute (new wording underlined, deleted text scored through):

'12. The Medical Sciences Board shall consist of:

(1) the Head of the Medical Sciences Division, who shall be chairman;

(2) the Regius Professor of Medicine;

(3) a person appointed by the South Central Strategic Health Authority or any successor body;

(4)–(7) four9) six persons from among the members of the Faculty of Biochemistry, the Faculty of Clinical Medicine, the Faculty of Physiological Sciences and the Faculty of Psychological Studies elected jointly by the members of the Faculty of Biochemistry, the Faculty of Clinical Medicine, the Faculty of Physiological Sciences and the Faculty of Psychological Studies;

(8)–(11) four persons from among the members of the Faculty of Biochemistry, the Faculty of Physiological Sciences and the Faculty of Psychological Studies, of whom there shall be no more than one from each of the Department of Biochemistry, the Department of Physiology, Anatomy and Genetics, the Sir William Dunn School of Pathology, the Department of Pharmacology and the Department of Experimental Psychology, elected jointly by the members of the Faculty of Biochemistry, the Faculty of Clinical Medicine, the Faculty of Physiological Sciences and the Faculty of Psychological Studies; following six groups of departments:  the Department of Biochemistry and the Nuffield Department of Clinical Medicine; the Nuffield Department of Clinical Neurosciences, the Department of Experimental Psychology, the Department of Pharmacology and the Department of Psychiatry; the Nuffield Department of Obstetrics and Gynaecology, the Department of Oncology and the Nuffield Department of Surgical Sciences; the Nuffield Department of Orthopaedics, Rheumatology and Musculoskeletal Sciences and the Sir William Dunn School of Pathology; the Department of Paediatrics, the Department of Primary Care Health Sciences and the Department of Public Health; the Department of Physiology, Anatomy and Genetics and the Radcliffe Department of Medicine;

(12)–(14) the chairpersons of the Personnel, Education and Budgeting and Capital Planning Committees specified in the Board's standing orders, ex officio;(10), (11) two of the Associate Heads of Division nominated, for a three-year term, by the Head of Division;

(152) one person from among the externally-funded research staff who are members of the Faculty of Biochemistry, the Faculty of Clinical Medicine, the Faculty of Physiological Sciences and the Faculty of Psychological Studies, elected jointly by the members of the Faculty of Biochemistry, the Faculty of Clinical Medicine, the Faculty of Physiological Sciences and the Faculty of Psychological Studies;

(13) one person from among the members of staff who are not Heads of Department or statutory professors who are members of the Faculty of Biochemistry, the Faculty of Clinical Medicine, the Faculty of Physiological Sciences and the Faculty of Psychological Studies, elected jointly by the members of the Faculty of Biochemistry, the Faculty of Clinical Medicine, the Faculty of Physiological Sciences and the Faculty of Psychological Studies;

(14) one external person nominated, for a three-year term, by the Head of Division and approved by the Board;

(15) one member of the faculties in the Division of Mathematical, Physical and Life Sciences, nominated, for a three-year term, by the Mathematical, Physical and Life Sciences Board and approved by the Medical Sciences Board;

(16), (17) two persons appointed, for a three-year term, under the procedures of the Conference of Colleges. They shall have appropriate experience and understanding of academic policy and finance and be familiar with the subject areas concerned, but should not hold a salaried teaching or research post within the division.

13. The board may co-opt up to four additional members, on condition that the board shall always ensure by the use of its power of co-optation that the overall range of activities and concerns in the division is as fully represented within the total membership of the board as is reasonably practicable.

14. A person from among the Honorary Senior Clinical Lecturers who are members of the Faculty of Clinical Medicine, elected jointly by the members of the Faculty of Biochemistry, the Faculty of Clinical Medicine, the Faculty of Physiological Sciences and the Faculty of Psychological Studies, shall be invited to attend meetings of the Board but shall not be eligible to vote on matters before the Board.An elected member of the divisional board, who has served two consecutive full terms of office, shall not be eligible to serve as an elected member of the divisional board until a full term of office has passed from the end of his or her period of service.'
