Changes in Regulations
Council has made the following changes in regulations to come into effect on 8 February.
(a) Regulations for College Contributions
Explanatory Note
The following changes, made on the recommendation of the College Contributions Committee, confirm that the tax regime to be applied to the accounts for the 2011/12 financial year, under which contributions will be payable in March 2013, will be the same as for the previous year.
Text of Regulations
In Council Regulations 1 of 2009 concerning College Contributions, delete regulation 3(4) and substitute (new text underlined, deleted text scored through):
'(4) The bands and rates for the contributions payable in 2011/12 2012/13 based on the 2010/11 2011/12 accounts shall be as follows:
| On the first £35m of taxable assets | NIL |
| On the next £3m | 0.10 per cent |
| On the next £3m | 0.20 per cent |
| On the next £3m | 0.30 per cent |
| On taxable assets over £44m | 0.36 per cent |
At the same time as submitting its annual financial statements under section 8, each college shall also submit a statement in the form set out in the Schedule to these regulations.'
(b) Building and Estates Subcommittee of the Planning and Resource Allocation Committee
Explanatory Note
These changes are required to enable co-opted members of the Buildings and Estates Subcommittee (in particular external co-opted members) to advise on all matters within the subcommittee's remit. The opportunity is taken to update other parts of the regulations governing the subcommittee.
Text of Regulations
1 In Council Regulations 15 of 2002, Part 10, concerning the Buildings and Estates Subcommittee, amend regulation 10.1 as follows (new text underlined, deleted text scored through):
'10.1. The Buildings and Estates Subcommittee of the Planning and Resource Allocation Committee shall consist of:
(1) a Chairman, who shall be appointed by Council, who shall also serve on the Planning and Resource Allocation Committee of Council;
(2) the Pro-Vice-Chancellor (Planning and Resources);
(3)–(6) one person appointed by each of the divisional boards;
(7) the Director of University Library Services and Bodley's Librarian or a person nominated by the director;
(8) a person appointed by the Committee for the Museums and Scientific Collections Oxford University Museums Board from among the directors of the University's museums;
(9), (10) two persons elected by Congregation.
10.2. The subcommittee may co-opt up to two additional members, who may be external from within or outside the University to advise it on architectural, planning, and environmental matters.'
2 Ibid, amend regulation 10.4(1)(b) as follows (new text underlined, deleted text scored through):
'(b) oversee the repairs and maintenance programmes undertaken by the Director of Estates and University Surveyor, and the arrangements for car parking, and the provision of telecommunications (excluding telecommunications strategy).'
