Voting on Resolution concerning the University's Strategic Plan

¶ Members of Congregation are reminded that any two members may, not later than noon on 3 June, give notice in writing to the Registrar that they intend to oppose or amend the resolution below (see the note on the conduct of business in Congregation below). If no such notice has been given, and unless Council has declared otherwise or the meeting has been adjourned, the resolution shall be carried and the meeting may be cancelled.

Explanatory Note

The University's current Strategic Plan runs from 2008–2009 to 2012–2013. Council therefore established a steering group in Hilary term 2012, chaired by the Pro-Vice-Chancellor for Education, charged with the development of the Plan for the period 2013–2014 to 2017–2018. The group included members from Council, the divisions and the colleges and was supported by separate groups considering in more depth the areas of research, education and widening engagement.

On 5 November 2012, Council approved a draft of the University's Strategic Plan which was circulated for comment across the collegiate University at the end of Michaelmas term 2012. Submissions on the draft plan were invited from all bodies within the collegiate University as well as individuals.

Written comments have been received from 13 individuals, 5 departments or units, 17 committees or governing bodies and 2 unions.  Comments may be found on the Strategic Plan website at https://www1.admin.ox.ac.uk/pras/strategicplan.  A Congregation Discussion on the subject of the draft Strategic Plan took place on 19 February.  A transcript of this discussion may be found at www.ox.ac.uk/gazette/2012-2013/28february2013-no5017/supplements.

The Strategic Plan has now been reworked in the light of comments received from the consultation. It was approved by Council on 20 May for submission to Congregation. The following summary sets out how comments received have been addressed in the final version of the Strategic Plan now being presented to Congregation.

1 A number of comments received concerned the length and repetitive structure of the Plan.  The version now before Congregation is three-quarters of the length of the previous one.  This has been achieved in the main through cutting down the opening sections and removing the bullet-pointed summaries at the beginning of each set of aims.  Florid expressions and long sentences have been curtailed. Repetition has been excised where possible.

2 Throughout, reference to equality of opportunity has been expanded to include all groups with protected characteristics. References to staff development, recruitment and retention have been expanded to include more explicitly all categories of staff. A section on the size and shape of the staff body has been added, including reference to research staff. The Strategic Plan Overarching Group felt that Personnel (paragraphs 52–61) should remain a 'Core Strategy', reflecting the acknowledgement that the strength of the University's activities is dependent on the ability to recruit and retain the highest calibre staff.

3 The section on Widening Engagement (paragraphs 41–51) has been reworked to make the University's commitment to innovation and enterprise and interaction with business and industry more explicit. Commitments to working with healthcare partners have also been more clearly delineated.  At the same time, emphasis on the value Oxford places on strong core disciplines has been strengthened (inter alia, paragraph 22).

4 The section on size and shape of the student body (paragraph 37) has been amended to provide greater clarity on intentions in this regard and to make reference to the review currently taking place.  The need to provide adequate financial support for students has been added to the introduction as well as the 'Education' section (paragraphs 3 and 27).  The section on individualised student support has been strengthened (paragraph 29).

5 Greater prominence and clarity has been given to the commitment to an enhanced online presence and to the development of a digital strategy for the University (paragraphs 9, 45, 46, 75).

6 The intention to ensure efficiency through more effective monitoring of costs and budgets is noted, including a commitment to the ongoing review of administrative services (paragraph 63).

7 The section on Development (paragraphs 76–78) has been expanded.  It now also includes reference to alumni relations in addition to those references which appear throughout the Plan.

(1) Encaenia

Mr Vice-Chancellor invites Pro-Vice-Chancellors, Heads of House, Heads of Division, holders of the Oxford Degrees of Doctor of Divinity, Civil Law, Medicine, Letters, Science, and Music, the Proctors, the Assessor, the Public Orator, the Professor of Poetry, the Registrar, the outgoing President of the Oxford University Student Union, and the Presidents of the Junior and Middle Common Rooms of Trinity, Green Templeton and Lady Margaret Hall (as being the colleges of the Proctors and the Assessor) to partake of Lord Crewe's Benefaction to the University, meeting him in the Fellows' Garden of Exeter College at 10.30am on Wednesday, 19 June. Thence they will go in procession to the Sheldonian Theatre, where will be spoken the Oration in Commemoration of the Benefactors of the University according to the intention of the Right Honourable Nathaniel, Lord Crewe, Bishop of Durham.

Note. Pro-Vice-Chancellors, Heads of House, Heads of Division, and Doctors who propose to accept Mr Vice-Chancellor's invitation, and to be present in the Sheldonian Theatre, are requested to inform the Events Office at the University Offices, Wellington Square by email (events.office@admin.ox.ac.uk) or telephone (Oxford 280524) no later than Wednesday, 12 June. They are reminded that, while academic dress of other universities may (if desired) be worn at the Encaenia Garden Party, the appropriate Oxford academic dress should always be worn at the partaking of Lord Crewe's Benefaction and at the Encaenia ceremony.
