Changes in Regulations

Council has made the following changes in regulations, to come into effect on 8 March.

(a) Conduct of ceremonies in Congregation and certain other ceremonies

Explanatory Note

The following changes update the regulations to remove references to details of the degree ceremony which are no longer applicable, and to update the forms of supplication, presentation and admission for degrees to take account of recent additions to the list of degrees conferred.

Text of Regulations

1 In Congregation Regulations 3 of 2002, concerning the conduct of ceremonies in Congregation and certain other ceremonies, in Part 3 delete text from existing regulation 3.15 as indicated (deleted text scored through):

'3.15. When the conditions laid down in regulation 1.3 of the Regulations for Degrees, Diplomas, and Certificates for the conferment of a degree in absence are satisfied, if Congregation is willing, the degree shall be conferred in the following form which shall be recited by the Vice-Chancellor after all the candidates for the Degree of Bachelor of Arts have been admitted:'.

(b) Degrees, Diplomas and Certificates

Explanatory Note

Council Regulations require the names of candidates for incorporation to be submitted at least 10 days before a degree ceremony. It is proposed that this is changed to 15 days, to bring it in line with the regulations for the deadline for all other bookings for degree ceremonies.

Text of Regulations

In Council Regulations 22 of 2002, concerning Degrees, Diplomas and Certificates, delete existing regulation 1.11 and substitute (new text underlined, deleted text scored through):

'1.11. (1) Incorporations shall take place at a meeting of Congregation.

(2) The name of a person who desires to be incorporated at any such meeting shall be entered at the University Offices by some officer of a college, society, hall, or other designated institution not later than noon on the tenth fifteenth day before that on which the meeting is to be held.'

(c) Conflict of Interest Committee

Explanatory Note

The following change allows the Conflict of Interest Committee to co-opt internal or external members.

Text of Regulations

In Part 15 of Council Regulations 15 of 2009, concerning the Conflict of Interest Committee, delete existing regulation 15.2 and substitute (new text underlined):

'15.2. The committee may co-opt up to three further members, who may be internal or external, for such periods as the committee sees fit to ensure an appropriate range of expertise.'

(d) Sports Strategic Subcommittee

Explanatory Note

The following change adds a representative of OUSU to the Sports Strategic Subcommittee's membership.

Text of Regulations

In Part 30 of Council Regulations 15 of 2002, concerning the University Sports Strategic Subcommittee of the Education Committee, delete existing regulation 30.1 and substitute (new text underlined):

'30.1. The University Sports Strategic Subcommittee of the Education Committee shall consist of:

(1) a chairman appointed by the Vice-Chancellor from amongst the members of Education Committee;

(2) one of the Proctors or the Assessor as may be agreed between them;

(3), (4) two persons elected by the Conference of Colleges;

(5) one person from amongst the four academic divisions as may be agreed between the divisions;

(6) one person appointed by the Director of Estates;

(7)  the President of the Men's Blues Committee;

(8) the President of the Women's Blues Committee;

(9) the President of the Sports Federation;

(10) the Director of Sport;

(11) the Head of Development – Sport;

(12) the Director of Student Administration and Services;

(13) a staff representative1;

(14) a Sabbatical Officer of the Oxford University Student Union, nominated by that body.'

The draft University Strategic Plan: topic for discussion

A Congregation Discussion was held at 2pm on 19 February in the Sheldonian Theatre on the topic of The University's Draft Strategic Plan (2013/14–2017/18).

A transcript of the Discussion1 will be published in the Gazette of 28 February and available on the Congregation website before then (www.ox.ac.uk/congregation-meeting). It is also intended to make a downloadable recording1 available on the same site.
