Changes in Regulations

Council has made the following changes in regulations, to come into effect on 20 July.

(a) Repeal of trust regulations

Explanatory Note

Following the approval by Her Majesty in Council of amendments to the trusts listed below (see 'Notices' section of the Gazette of 14 June 2012, p 588), the changes below repeal the regulations relating to those funds, now that the relevant trust provisions are included in the Schedule to the Statutes.

Basant Kumar and Sarala Birla Graduate Scholarship Fund

Women Students Fund (now renamed the Talbot Trust)

Kelley Reader in Metallurgy (now renamed the George Kelley Senior Research Fellow in Materials)

Bodleian Curator of Music Fund (now renamed the Alfred Brendel Bodleian Curator of Music Fund)

Murray Fellowship in History

1 In Part 2 of Council Regulations 25 of 2002, concerning trusts (Statutes, 2000, p 668, as redesignated as regulations by Decree (5) of 11 July 2002, Gazette, Vol 132, p 1461), delete § 200 concerning the Basant Kumar and Sarala Birla Graduate Scholarship Fund and renumber existing §§ 201–18 as §§ 200–17.

2 In Part 2 of Council Regulations 25 of 2002, concerning trusts (Statutes, 2000, p 753, as redesignated as regulations by Decree (5) of 11 July 2002, Gazette, Vol 132, p 1461), delete § 388 concerning the Women Students Fund and renumber existing §§ 389–93 as §§ 388–92.

3 In Section III of Council Regulations 24 of 2002, concerning academic and other posts (Statutes, 2000, p 469, as redesignated as regulations by Decree (5) of 11 July 2002, Gazette, Vol 132, p 1461), delete § 226 concerning the Kelley Reader in Metallurgy and renumber existing §§ 227–326 as §§ 226–325.

4 In Part 2 of Council Regulations 25 of 2002 concerning trusts (Statutes, 2000, p 753, as redesignated as regulations by Decree (5) of 11 July 2002, Gazette, Vol 132, p 1461), delete § 37 concerning the Bodleian Curator of Music Fund and renumber existing §§ 38–171 as §§ 37–170.

5 In Part 2 of Council Regulations 25 of 2002, concerning trusts (Statutes, 2000, p 7, as redesignated as regulations by Decree (5) of 11 July 2002, Gazette, Vol 132, p 1461), delete § 249 concerning the Murray Fellowship in History and renumber existing §§ 250–393 as §§ 249–392.

6 These changes in regulations shall be effective from 30 May 2012.

(b)    Trust fund consolidations

Explanatory Note

On 23 April, Council passed resolutions for the purposes of the Charities Act 2011 to consolidate trust funds held by the Department of Physics and the Faculty of English Language and Literature respectively (see 'Notices' section of the Gazette of 26 April 2012, p 471). Council's approval was subject to the acceptance of those resolutions by the Charity Commission. The Charity Commission has confirmed that it is satisfied that the resolutions meet the requirements of the 2011 Act, and that they will be effective on 14 July 2012. That condition therefore having been met, these changes repeal regulations for the individual trust funds concerned. Legislative proposals to repeal the parts of the Schedule to the Statutes concerning the Newdigate Prize Fund, the Oldham Shakespeare Prize Fund and the English Poem on a Sacred Subject Fund will be brought forward in due course.

Planning and Resource Allocation Committee of Council

Changes in Regulations

The Planning and Resource Allocation Committee of Council has made the following changes in regulations, to come into effect on 20 July.

(a) Establishment of Professorship of Biostatistics in Genomics

Explanatory Note

These changes, made on the recommendation of the Medical Sciences Board, establish a new Professorship of Biostatistics in Genomics.

1 In SCHEDULE A of Council Regulations 3 of 2004, concerning statutory professorships, before 'Professor of Genomics and Global Health' insert:

'Professor of Biostatistics in Genomics'.

2 In Sect III of Council Regulations 24 of 2002, concerning individual professorships (Statutes, 2000, p 425, as redesignated as regulations by Decree (5) of 11 July 2002, Gazette, Vol 132, p 1461), insert new § 102 and renumber existing regulations accordingly:

'§ 102. Professor of Biostatistics in Genomics

1. The Professor of Biostatistics in Genomics shall lecture and give instruction in biostatistics in genomics.

2. The professor shall be elected by an electoral board consisting of:

(1) the Vice-Chancellor, or if the head of the college specified in paragraph (2) below is the Vice-Chancellor, a person appointed by Council;

(2) the head of the college to which the Chair may be allocated by Council from time to time; or if the head is unable or unwilling to act, a person appointed by the governing body of that college;

(3) a person appointed by the governing body of the college;

(4), (5) two persons appointed by Council;

(6), (7) two persons appointed by the Medical Sciences Board;

(8), (9) two persons appointed by the Mathematical, Physical and Life Sciences Board.

3. The professor shall be subject to the General Provisions of the regulations concerning the duties of professors and to those Particular Provisions of the same regulations, which are applicable to the Chair.'

(b) Establishment of Professorship of Disease Genomics

Explanatory Note

These changes, made on the recommendation of the Medical Sciences Board, establish a new Professorship of Disease Genomics.
