¶ The Oration by the Vice-Chancellor and the admission of the Pro-Vice-Chancellors and Clerks of the Market will take place in Convocation House.

¶ Members of Congregation are reminded that any two members may, not later than noon on Monday, 3 October, give notice in writing to the Registrar that they intend to oppose the amendment to Congregation Regulations at 1 or the legislative proposal at 2 below (see the note on the conduct of business in Congregation below). If no such notice has been given, and unless Council has declared otherwise, the change to Congregation Regulations and the legislative proposal shall be carried, and the meeting may be cancelled.

1 Voting on changes to Congregation Regulations 3 of 2002

Explanatory Note

The following changes update the regulations on the administration of matriculation to reflect the move from a paper-based administrative process to an IT-based administrative process that was put in place five years ago. These changes: (i) provide an explicit definition of matriculation; (ii) permit additional matriculation ceremonies for courses that start after the end of a term or at the start of Hilary term; and (iii) update the regulations following the abolition of the matriculation fee approved by the Planning and Resource Allocation Committee on 7 June 2011.

Text of Regulations

In Congregation Regulations 3 of 2002 (Supplement (1) to Gazette No. 4612, 13 February 2002, Vol. 132, p. 776, as amended on 11 February 2003, 11 March 2003, 2 November 2004, 11 October 2005, 13 June 2006, 12 October 2010 and 22 March 2011), delete Part 2 concerning matriculation ceremonies and substitute (inserted text underlined, deleted text scored through):

'Part 2: Matriculation Ceremonies

2.1. (1) Matriculation confers membership of the University on students. Matriculation ceremonies shall be held at the beginning and end of each Michaelmas Full Term and at the end of each Hilary and Trinity Full Term. The Vice-Chancellor may determine that one or more additional matriculation ceremonies shall be held. The Regulations for Matriculation of Student Members are set out in the Examination Regulations.

(2) The dates shall be fixed by the Vice-Chancellor and published in the University Gazette.

2.2. The time and place for the attendance of each college, society, Permanent Private Hall, and other designated institution shall be fixed by Vice-Chancellor's Secretary, who shall inform the officers of the colleges, societies, halls, and other designated institutions not later than the Friday before the beginning of Full Term or the Friday in the seventh week of Full Term, as the case may be.

2.3. The authorities of the college, society, hall, or other designated institution shall send to the Registrar not later than 10 am on the third day before the ceremony:(1) duplicate a list of candidates to be matriculated, excluding including those who have already been provisionally matriculated. one copy of which shall be signed by the Registrar and returned to the college, society, hall, or other designated institution certifying that the candidates are qualified.

(2) a completed matriculation form for each candidate (i.e. the form required under regulation 5 of the Regulations for Matriculation of Student Members;

(3) evidence that each candidate (other than those previously registered as qualified for matriculation) is qualified for matriculation.

2.4. The Registrar shall remove from such lists the name of any candidate who is unable to demonstrate for whom

(1) no qualifications for matriculation have been received, or  

(2) the matriculation form has not been received.

2.45. At the ceremony the signed Registrar's Llists of candidates to be matriculated and the Registrar's certificates relating to candidates who have previously been provisionally matriculated shall be handed by the officers of the colleges, societies, halls, and other designated institutions to an official of the University Offices, who shall receive the assurance of those officers that all the candidates named on the lists for matriculation and the certificates are present. The lists will be marked for those students who were expected to attend but are not present.

2.56. (1) Candidates shall be presented to the Vice-Chancellor in groups of colleges, societies, halls, and other designated institutions (the grouping to be determined by the Vice-Chancellor) by the officer of the college, society, hall, or other designated institution senior in foundation in the group, with the following formula:

'Insignissime Vice-Cancellarie, praesentamus tibi hos nostros scholares ut referantur in Matriculam Universitatis.'

(2) The Vice-Chancellor shall admit the candidate(s) with the following formula:

'Scitote vos in Matriculam Universitatis hodie relatos esse, et ad observandum omnia Statuta istius Universitatis, quantum ad vos spectent, teneri.'

2.7. Payment of the matriculation fees, where payable, shall be made by each college, society, hall, and other designated institution to the University Offices not later than 10 a.m. on the second day after the ceremony.

2.68. An official in the University Offices shall draw up update the student record on behalf of the Registrar with the dates at which candidates were matriculated and provisionally matriculated at that ceremony. the signed matriculation Registrar's lists of students matriculated at the ceremony and the Registrar's certificates relating to candidates who have previously been provisionally matriculated.

2.9. (1) The Registrar shall issue to each candidate after the ceremony a certificate of matriculation stamped with a facsimile of the Vice-Chancellor's signature and initialled by a responsible officer.

(2) The matriculation certificates of those who have been provisionally matriculated and who are matriculated within the period prescribed by statute shall be endorsed as follows:

'This candidate was provisionally matriculated under regulations 14-15 of the Regulations for Matriculation of Student Members on [date], and his or her matriculation counts from that date.

2 Voting on Legislative Proposal: Glasstone Benefaction

Explanatory Note

The following legislative proposal removes the gender restrictions currently governing the Glasstone Benefaction trust, thereby ensuring compliance with the Equality Act 2010 and enabling it to be administered as a single fund.

WHEREAS it is expedient to change the existing provisions governing the Glasstone Benefaction, NOW THE UNIVERSITY OF OXFORD, in exercise of the powers in that behalf conferred upon it by the Universities of Oxford and Cambridge Act, 1923, and of all other powers enabling it, ENACTS, subject to the approval of Her Majesty in Council, AS FOLLOWS.

'24.2. (1) The benefaction shall be known as the Glasstone Fund divided into two equal funds which shall be known respectively as the Glasstone Fund for Men and the Glasstone Fund for Women.

(2) The net income arising from each the fund shall be used for the establishment of postdoctoral fellowships for research in the University in the fields of Plant SciencesBotany, Chemistry (Inorganic, Organic, or Physical), Engineering, Mathematics (including Statistics and Computer Science), MaterialsMetallurgy, and Physics.

(3) The fund for men shall support fellowships open only to men candidates, and the fund for women shall support fellowships open only to women candidates.A fellowship will be made available by the University at the commencement of any academic year where sufficient income and suitable candidates are available. If the income is sufficient, the University may award more than one fellowship in any given year.'
