Changes in Regulations

Council has made the following changes in regulations, to come into effect on 3 February.

(a) Social Sciences Divisional Board

Explanatory Note

These changes, made on the recommendation of the Social Sciences Board, reflect (i) the establishment of the Blavatnik School of Government; and (ii) the requirement for one more co-opted member on the Board (to represent the cross-divisional units).

1 In Council Regulations 16 of 2002 concerning divisions (Supplement (2) to Gazette No. 4628, 26 June 2002, p. 1405, as amended on 14 October 2004, 24 February 2005, 5 May 2005, 13 October 2005, 4 May 2006, 7 June 2007, 18 October 2007 and with effect from 1 August 2008, 15 January 2009 and 9 December 2010, Gazette, Vol. 135, pp. 212, 686, 926; Vol. 136, pp. 182, 988; Vol. 137, p. 1254; Vol. 138, pp. 216, 1237; Vol. 139, p. 506; Vol. 141, p. 285), in regulation 4 concerning the composition of the Social Sciences Division insert new regulation 4 (14) as follows:

'(14) Blavatnik School of Government.'.

2 In Council Regulations 17 of 2002 concerning divisional boards (Supplement (2) to Gazette No. 4628, 26 June 2002, p. 1406, as amended on 5 May 2005, 14 July 2005, 13 October 2005, 16 March 2006, 4 May 2006, 27 July 2006, 7 June 2007, 12 July 2007, 18 October 2007, 21 February 2008 and with effect from 1 August 2008, 29 May 2008 (date of effect 1 October 2008), 14 October 2008, 23 October 2008, 15 January 2009, 26 June 2009 (date of effect 1 January 2010) and 9 December 2010, Gazette, Vol. 135, pp. 926, 1270; Vol. 136, pp. 182, 786, 988, 1390; Vol. 137, pp. 1254, 1358; Vol. 138, pp. 216, 684, 1168, 1237; Vol. 139, pp. 4, 236, 1300), delete existing regulation 15 (2)–(14) and substitute (new text underlined, deleted text scored through):

'(2)–(1415) the head of department/chair of faculty board for each of the 13 14 constituent units of the division ex officio;'.

3 Ibid., insert new regulation 15 (18)–(19) (h) as follows:  

'(h) the Blavatnik School of Government;'.

4 Ibid., renumber existing regulation 15 (16)–(22) as (17)–(23).

5 Ibid., delete existing regulation 16 and substitute:

'16. The board may co-opt up to two three additional members, on condition that the board shall always ensure by the use of its power of co-optation that the overall range of activities and concerns in the division is as fully represented within the total membership of the board as is reasonably practicable.'

(b) Joint Subcommittee of the Education Committee with Student Members

Explanatory Note

The following change amends the membership of the Joint Subcommittee with Student Members to reduce from two to one the number of members of Congregation, appointed by the Education Committee, who must be members of the Education Committee.

Text of Regulations

In Part 34 of Council Regulations 15 of 2002 concerning the Joint Subcommittee of the Education Committee with Student Members (made by Council on 26 June 2002 and amended on 22 September 2005, 20 January 2011 and 27 October 2011), delete existing 34.2 (3)–(5) and substitute (new text underlined, deleted text scored through):

'34.2 (3)–(5) three members of Congregation appointed by Education Committee, of whom at least one two shall be a members of Education Committee;'

(c) Secretary of Faculties and Academic Registrar

Explanatory Note

Following a change in title from 'Secretary of Faculties and Academic Registrar' to 'Deputy Registrar', these changes transfer functions associated with the former title to the Registrar, who may delegate those functions as appropriate (see also p. 159, 1 December 2011).

Text of Regulations made by Council

1 In Council Regulations 17 of 2002 concerning divisional boards, Council Regulations 18 of 2002 concerning faculties, Council Regulations 19 of 2002 concerning faculty boards and Council Regulations 25 of 2002 concerning trusts, delete all references to 'Secretary of Faculties and Academic Registrar' and substitute 'Registrar'.

2 This regulation shall be effective from 13 December 2011.

Text of Regulations made by the Proctors

1 In regulation 2 of Proctors' Regulations 1 of 2003, concerning Disciplinary Regulations for Candidates in Examinations, delete 'Academic Registrar and Secretary of Faculties' and substitute 'Registrar'.

2 This regulation shall be effective from 13 December 2011.

No notice of opposition having been given, Mr Vice-Chancellor declared the legislative proposals (1) concerning Statute V concerning the Permanent Private Halls and (2) concerning the Murray Fellowship in History approved.
