Changes in Regulations

Council has made the following changes in regulations, to come into effect on 21 May.

(a) University Archives

Explanatory Note

These changes, made on the recommendation of the Committee for the Archives and of the Curators of the University Libraries, establish the University Archives as one of the units within the Bodleian Libraries; abolish the existing Committee for the Archives; and establish a new University Archives Subcommittee of the Curators of the University Libraries. On integration, the Archives will form part of the Bodleian Libraries' Department of Special Collections but will continue to provide archival support to the University's central and departmental administration.

1 In regulation 1.2 of Council Regulations 44 of 2002 concerning the organisational units comprising the Bodleian Libraries (made by Council on 24 July 2002, Gazette, Vol. 132, p. 1544, 5 July 2002, as amended on 7 June 2007 and 18 February 2010, Vol. 137, p. 1254; Vol. 140, p. 610), after 'a list of which shall be published by the Curators' insert ', and shall include the University Archives'.

2 Delete Part 1 of Council Regulations 2 of 2004 concerning the Committee for the Archives (Supplement (2) to Gazette No. 4702, 30 June 2004, p. 1237), and renumber existing Parts 2–15 as Parts 1–14.

3 In Council Regulations 15 of 2002 concerning the Curators of the University Libraries (made by Council on 26 June 2002, Supplement (1) to Gazette No. 4634, 16 October 2002, as amended on 22 May 2003, 17 November 2005, 23 March 2006, 22 March 2007, 15 January 2009, 18 February 2010 and 18 March 2010, Gazette Vol. 133, p. 1288; Vol. 136, pp. 342, 836; Vol. 137, p. 926; Vol. 138, p. 507; Vol. 140, p. 610, p. 746), after regulation 3.79 insert:

'3.80. There shall be a University Archives Subcommittee of the Curators of the University Libraries.

3.81. The subcommittee shall:

(1) provide advice and guidance to the curators on matters of policy concerning the University Archives;

(2) receive an annual report from the Keeper of the Archives on the work of the Archives;

(3) receive representations concerning the Archives from relevant bodies and parties;

(4) serve as a point of communication and advice for other parts of the University on matters connected with the Archives and the preservation of and access to the University's administrative records;

(5) report, as appropriate and at least once a year, to the curators of the University Libraries.

3.82. The subcommittee shall consist of:

(1) a Curator of the University Libraries appointed by the curators, who shall chair the subcommittee;

(2) the Registrar or a person appointed by the Registrar;

(3) the Keeper of Special Collections;

(4) a member of the History Faculty appointed by the Board of that Faculty;

(5) a person appointed by the curators from among members of the divisions not otherwise represented on the subcommittee;

(6) an external member with professional expertise and experience in the administration of archives appointed by the curators.

3.83. The Keeper of the Archives shall be secretary to the subcommittee.

3.84. The members under regulation 3.82 (1) and (3)–(5) above shall hold office for three years and shall be re-eligible.'

(b) Budget Subcommittee of the Planning and Resource Allocation Committee

Explanatory Note

These changes establish the Budget Subcommittee of the Planning and Resource Allocation Committee as a committee by regulation.

Text of Regulations

In Part 3 of Council Regulations 15 of 2002, concerning committees reporting directly to Council or one of its main committees (Supplement (1) to Gazette No. 4634, 16 October 2002, p. 226), insert new regulations 3.12–3.14 as follows and renumber existing regulations 3.12–3.126 as 3.15–3.129:

'Budget Subcommittee of the Planning and Resource Allocation Committee

3.12. The Budget Subcommittee of the Planning and Resource Allocation Committee shall consist of:

(1) the Pro-Vice-Chancellor (Planning and Resources) who shall chair the committee;

(2) the Registrar;

(3) one external person appointed by the Planning and Resource Allocation Committee;

(4) five members of Congregation appointed by the Planning and Resource Allocation Committee for their expertise in an area relevant to the remit of the committee, but ensuring cross-divisional membership;

(5) one person with expertise in Information and Communications Technology appointed by the Planning and Resource Allocation Committee, who does not have responsibility for Information and Communications Technology provision by service units in the University Administration and Services and the Academic Services and University Collections.

3.13. Appointed members shall serve for four years and shall be eligible for reappointment.

3.14. The committee will be a subcommittee of, and report to, the Planning and Resource Allocation Committee. It will:

(1) co-ordinate the work of budget groups to ensure coherence before the detailed draft budgets are submitted for the consideration of the Planning and Resource Allocation Committee, and in particular, test bids from central administrative, service and other units;

(2) receive and keep under review, on behalf of the Planning and Resource Allocation Committee, five-year plans of income, expenditure and capital commitments for the University Administration and Services and the Academic Services and University Collections division and make recommendations on them to the Planning and Resource Allocation Committee;

(3) review and make recommendations on methods for charging out the costs of the University Administration and Services and the Academic Services and University Collections division, working with units on the analysis of costs and a programme for rolling out the new methods for charging, to be considered by the Planning and Resource Allocation Committee; subsequently, the committee will review and make recommendations on any proposed significant change;

(4) receive and consider bids for annual budgets from the University Administration and Services and the Academic Services and University Collections division and make recommendations to the Planning and Resource Allocation Committee;

(5) review and monitor the income and expenditure position of the major cost centres throughout the year;

(6) consider and make recommendations to the Planning and Resource Allocation Committee regarding any requests from the units for significant variations to the planned operating budget.'


(c) Committees reporting directly to Council or one of its Main Committees

Explanatory Note

These changes, made on the recommendation of the General Purposes Committee, Planning and Resource Allocation Committee, Research Committee and Development Committee, amend the membership of those committees to enable student member representatives to attend committee meetings for unreserved business. Under regulation 1.2 of Council Regulations 15 of 2002, the participation by student member representatives in the business of committees of Council shall be subject to the same conditions (with any necessary substitutions) as are prescribed for the student member representatives at meetings of Council under regulations 3–10 of the Regulations for Council.

Text of Regulations

1 In Part 2 of Council Regulations 15 of 2002, concerning the General Purposes Committee of Council (Supplement (1) to Gazette No. 4634, 16 October 2002, p. 228) delete existing paragraphs (10)–(12) of regulation 2.5 and substitute (new text underlined):

'(10)–(12) three persons appointed by Council from among the members of Council specified in section 4 (15)–(25) of Statute VI;

(13) the President of the Oxford University Student Union.'

2 In Part 2 of Council Regulations 15 of 2002, concerning the Planning and Resource Allocation Committee of Council (Supplement (1) to Gazette No. 4634, 16 October 2002, p. 226) delete existing paragraph (18) of regulation 2.14 and substitute (new text underlined):

'(18) the Chairman of the Building and Estates Subcommittee of the Planning and Resource Allocation Committee;

(19) one student member representative, from among the student member representatives on Council.'

3 In Council Regulations 15 of 2002 concerning the Research Committee of Council (Gazette Vol. 138, p. 1348) delete existing paragraphs (17), (18) of regulation 2.19 and substitute (new text underlined):

'(17), (18) two members of college governing bodies appointed by the Conference of Colleges;

(19), (20) two graduate student member representatives, appointed by the Graduate Committee of the Oxford University Student Union, one from the Medical Sciences Division or Mathematical, Physical and Life Sciences Division and one from the Humanities Division or Social Sciences Division.'

4 In Council Regulations 15 of 2002 concerning the Development Committee (Gazette, Vol. 139, p. 1392, 30 July 2009), delete existing paragraphs (10)–(13) of regulation 3.41 and substitute (new text underlined): '(10)–(13) four persons appointed by Council, of whom one shall be appointed from among the members of Council specified in section 4 (15)–(25) of Statute VI, one shall be a member of its Planning and Resource Allocation Committee, and two shall be heads of house;

(14) one student member representative appointed by the Executive of the Oxford University Student Union from among their own number.'


(d) Sponsorship

Explanatory Note

The following changes extend the remit of the Development Committee to cover responsibility for policy relating to sponsorship, including the review and approval of sponsorship proposals. The remit of the Committee to Review Donations has also been amended to enable the referral by the Development Committee of matters of a reputational, ethical or similar nature (including, but not limited to, sponsorship proposals), for review by that committee. The opportunity is also being taken to remove an outdated reference.

Text of Regulations

1 In Council Regulations 15 of 2002 concerning the Development Committee (made by Council on 30 July 2009, as amended on 18 February 2010, Supplement (1) to Gazette No. 4634, 16 October 2002, p. 226; Vol. 139, p. 1392; Vol. 140, p. 611), delete regulation 3.48 and substitute (new text underlined and deleted text scored through):

'3.48. The committee shall

(1) advise Council on strategy and policy relating to development and, alumni relations and sponsorship, and the alignment of development and alumni relations priorities with the strategic objectives of the University;

(2) make recommendations to Council (in consultation with the Academic Divisions and the main committees of Council, as appropriate) on the short- and long-term priorities for fundraising and alumni relations;

(3) seek to promote and facilitate fundraising and alumni relations within the collegiate University;

(4) oversee a review and approval procedure for individual sponsorship proposals; (5) refer cases which in its view raise issues of a reputational, ethical or similar nature to the Committee for the Review of Donations;

(46) monitor the implementation and effectiveness of the University's policies and procedures relating to development and, alumni relations and sponsorship, reporting and referring matters to Council as appropriate.'

(4) consider any matter that raises issues of a reputational, ethical or similar nature referred to it by the Development Committee or Council;'.
