COUNCIL OF THE UNIVERSITYChanges in RegulationsCouncil has made the following changes in regulations, to come into effect from 16 November. Fees Panel1 In Council Regulations 15 of 2002, concerning the Educational Policy and Standards Committee (Supplement (1) to Gazette No. 4634, 16 October 2002, p. 226, as amended on 29 May 2003, 23 March 2006, 19 October 2006, and 22 February 2007, Gazette, Vol. 133, p. 1335; Vol. 136, p. 836; Vol. 137, pp. 250, 788), delete paragraphs 2.4 (2) (s) and 2.4 (3). 2 Ibid., in paragraph 2.4 (2) delete the words 'Subject to paragraph (3) below, the' and substitute 'The'. 3 In Examination Regulations, 2007, p. 1100, Appendix I, Regulations on Financial Matters, para. 6, cl. 14, delete § (c) and substitute: '(c) Applications for the remission or waiver of university fees, for the resolution of issues relating to the non-payment of university fees, and for all other questions of doubt or difficulty relating to the liability of individual students for university fees, including those covered by Examination Regulations, Appendix I, Regulations on Financial Matters, para. 6, cl. 14, shall be determined by the Fees Panel, which shall be chaired by the Assessor and consist of two members nominated by Conference of Colleges, two members nominated by Council's Educational Policy and Standards Committee (EPSC), and the Assessor-elect. Applications for dispensation from residence requirements, other than those specified above, shall be determined by the Proctors, on condition that if the Fees Panel or the Proctors, as the case may be, are unable to agree on how to deal with any individual application, they shall refer that application to the committee for decision.' [Council and the Conference of Colleges have approved the establishment of a single joint university/college panel which is capable of resolving questions of doubt or difficulty relating to the liability of individual students for university fees, and whose remit can also take in cases where a student refuses to pay fees, or seeks remission of fees, which are at present covered by two separate procedures. These changes in the regulations give effect to this change by amending the relevant section of the Examination Regulations, and an associated editorial change in the Council Regulations which govern the delegated powers of Council's Educational Policy and Standards Committee, under which the present arrangements operate. The Fees Panel, chaired by the Assessor, shall have equal representation from both the University and the colleges, since individual colleges customarily take careful account of university decisions in relation to determining a student's fees status in respect of college fees.]
