COUNCIL OF THE UNIVERSITYChanges in RegulationsCouncil has made the following changes in regulations, to come into effect on 15 December. General Regulations of Council for CommitteesIn Council Regulations 14 of 2002, concerning General Regulations of Council for Committees (Supplement (1) to Gazette No. 4634, 16 October 2002, Vol. 133, p. 225, as amended on 21 October 2004, Gazette, Vol. 135, p. 245) delete existing regulation 2 and substitute: '2. (1) No person appointed, elected, or serving as a member of a committee while holding any academic post of the University or any other of the university or college posts specified in section 3 (6)–(9) of Statute IV shall continue to serve on that committee after having retired from that post (or, in the case of a person retiring at different dates from those university and college posts previously held by him or her, after the date of the later of those retirements), unless the General Purposes Committee of Council or, in cases falling within the Personnel Committee's delegated authority, the Chairman of the Personnel Committee, shall otherwise determine in an individual case. (2) No person who has previously retired from any of the university or college posts specified in section 3 (6)–(9) of Statute IV, and who does not continue to hold another such post, shall be appointed or elected a member of a committee, unless the General Purposes Committee of Council or, in cases falling within the Personnel Committee's delegated authority, the Chairman of the Personnel Committee, shall otherwise determine in an individual case. (3) No other person appointed, elected, or serving as a member of a committee while not holding such a university or college post shall continue to serve on that committee, and no such person shall be appointed or elected a member of a committee, after the 30 September immediately preceding his or her 66th birthday, unless the General Purposes Committee of Council or, in cases falling within the Personnel Committee's delegated authority, the Chairman of the Personnel Committee, shall otherwise determine in an individual case. [These changes in regulations remove the requirement that appointments made by the General Purposes Committee of those beyond retirement age have to be carried by a majority vote of two thirds of those present and voting. The previous requirement that no member of any committee should continue in office after attaining the age of 75 years has also been removed, to comply with the Employment Equality (Age) Regulations 2006. Regulation 2.(3) does not require amendment to comply with the Employment Equality (Age) Regulations 2006 as there is no employment relationship with the committee members and such appointments are not remunerated.]
GENERAL PURPOSES COMMITTEE OF COUNCILChanges in RegulationsThe General Purposes Committee of Council has made the following changes in regulations, to come into effect on 15 December. (a) Establishment of the Sebastian Walker FundIn Part 2 of Council Regulations 25 of 2002, concerning trusts (Statutes, 2000, p. 722, as redesignated as regulations by Decree (5) of 11 July 2002, Gazette, Vol. 132, p. 1461), insert new § 318 as follows and renumber existing §§ 318–57 as §§ 319–58: '§ 318. Sebastian Walker Fund1. The benefaction from Mrs Mirabel Cecil, together with any further donations for this purpose, shall be known as the Sebastian Walker Fund. 2. The Bodleian Library shall use the Fund for the purchase, conservation and exhibition of early children's books. 3. The administration of the Fund shall be the responsibility of the Curators of University Libraries, who shall establish a Board of Management comprising: (1) Bodley's Librarian or his or her nominee; (2) the Keeper of Special Collections; and (3) a Curator. 4. Regulations 1 and 3 above may be amended by Council.' [These regulations establish the Sebastian Walker Fund for the purchase, conservation and exhibition of early children's books.] (b) Louwes Fund for Food and Agricultural ResearchIn Part 2 of Council Regulations 25 of 2002, concerning trusts (Statutes, 2000, p. 673, as redesignated as regulations by Decree (5) of 11 July 2002, and renumbered by the changes published on 14 November 2002, Gazette, Vol. 132, p. 1461; Vol. 133, p 404), in § 213 delete existing regulation 4 and substitute:'4. The administration of the Fund, and the application of its capital and income, shall be the responsibility of a Board of Management ('The Board') comprising: (1) The Scientific Director of the Institute of Environmental Sciences at the University of Leiden; (2) The Head of the Environment and Development Department at the University of Leiden; (3) The Head of the Environmental Biology Department at the University of Leiden; (4) The Head of the Social Sciences Division at the University of Oxford; (5) The Director of the Oxford University Centre for the Environment at the University of Oxford; (6) A representative of the School of Geography and the Environment at the University of Oxford. There shall be no casting vote if there is deadlock within the Board.' [This change amends the constitution of the Board of Management for the Louwes Fund following the dissolution of the Life and Environmental Sciences Division.]
