1 Voting on Resolution concerning Oxford's Academic Strategy

In order to ensure the paramount principle of academic freedom, Congregation rejects any 'mandatory system of regular, joint University–College review of individual contributions, with scope to enhance financial rewards, re-balance academic duties, and address under-performance' as expressed in Oxford's Academic Strategy, a Green Paper, Strategy IV(c).

¶ The following amendment, proposed on behalf of Council, will be taken into consideration:

Delete all after 'Congregation' and substitute

'agrees that any proposal to introduce a "mandatory system of regular, joint University–college review of individual contributions, with scope to enhance financial rewards.. . ", as suggested in the Oxford Academic Strategy, a Green Paper (Strategy IV (c)), should not only be measured against this principle, but should be considered through careful continuing consultation via the usual channels, and that any such proposal be subject to an eventual vote by Congregation.'

2 Voting on Resolution concerning the reorganisation of Oxford University libraries

Whereas Congregation recognises the need for reorganisation of Oxford University libraries, Congregation resolves that the Curators of the University Libraries present to Congregation a full report on their plans for reorganisation of the University's libraries in the short, medium and long-term.

¶ Council has agreed that it is willing to be bound by this resolution, and the resolution will be declared carried without question put under the provisions of Regulation 3.20(3) of Congregation Regulations 2 of 2002 (made by Congregation on 5 March 2002 and amended on 12 October 2004).


3 Voting on Resolution concerning Oxford's Governance Strategy

In view of the importance and complexity of the issues raised by the Green Paper Oxford's Governance Strategy, Congregation resolves to postpone the discussion of the Green Paper and revisions to it, scheduled for the meeting of Congregation on 28 June, until the meeting of Congregation on 1 November.

Notice on behalf of Council

Since Council originally decided to give notice of its intention to oppose this resolution it has become apparent that the initial outline proposals for governance reform have led to strongly expressed concerns, in a range of different directions, in the minds of a number of members of the University. Council now considers that it would be best for the Working Party to allow itself more time to produce a considered response to the wide range of submissions arising from the consultation and that, on balance, a Congregation discussion on 1 November in the light of its response is likely to be a better informed one than might otherwise be the case.

It therefore proposes to put forward as a topic for discussion proposals for changes in governance at the meeting of Congregation on 1 November 2005 and to withdraw its advance notice of a discussion of the governance proposals in Congregation on 28 June.
