PLANNING AND RESOURCE ALLOCATION COMMITTEE OF COUNCIL

Changes in Regulations

The Planning and Resource Allocation Committee of Council has made the following changes in regulations, to come into effect on 27 December.

Professorship of Environmental Science

1 In Ch. III of Council Regulations 23 of 2002 (Statutes, 2002, p. 295, as renumbered by Decree (2) of 11 July 2002, Gazette, Vol. 132, p. 1460, and subsequently redesignated as regulations by Decree (5) of 11 July 2002, p. 1461), delete Sect. XXXIV, concerning the Environmental Change Institute, and renumber existing Sect. XXXV (p. 296, as renumbered) as Sect. XXXIV.

2 In Ch. VII, Sect. I, § 5. B of Council Regulations 24 of 2002, concerning professorships (Statutes, 2000, p. 378, as redesignated as regulations by Decree (5) of 11 July 2002, Gazette, Vol. 132, p. 1461), insert new regulation 9 as follows and renumber existing regulations 9--10 as regulations 10--11:

`9. The Professor of Environmental Science shall be Director of an Institute for Environmental Change, established within the School of Geography and the Environment, and charged with organising and promoting collaborative interdisciplinary research on the nature, causes, and impact of environmental change.'

3 Ibid., SCHEDULE A (Statutes, 2000, p. 379, as redesignated), after `J.R.R. Tolkien Professor of English Language and Literature' insert:

`Professor of Environmental Science'.

4 Ibid., Sect. III, concerning individual professorships (p. 422, as redesignated), insert § 80:

`§ 80. Professor of Environmental Science

1. The Professor of Environmental Science shall undertake research in Environmental Science and shall lecture and give instruction in that subject.

2. The professor shall be elected by an electoral board consisting of: (1) the Vice-Chancellor, or, if the head of the college specified in paragraph (2) below is Vice-Chancellor, a person appointed by Council;

(2) the head of the college to which the professorship shall be for the time being allocated by Council under any regulation in that behalf, or, if the head is unable or unwilling to act, a person appointed by the governing body of the college;

(3) a person appointed by the governing body of the college specified in paragraph (2) above;

(4), (5) two persons appointed by Council;

(6)--(9) four persons appointed by the Life and Environmental Sciences Board.

3. The professor shall be subject to the General Provisions of the regulations concerning the duties of professors and to those Particular Provisions of the same regulations which are applicable to this chair.'

[These changes establish as a separate post the Professorship of Environmental Science, which was previously associated with the Directorship of the Environmental Change Institute, while continuing to provide for the professor to be the director of the institute. At the same time opportunity is taken to delete the formal regulations for the institute, as these are no longer thought necessary under the new governance and legislative structures.]
