Council has made the following decrees, to come into effect on 29 March.
Decree (1): Endowment grants from the College
Contributions
Fund
Explanatory note
The following decree authorises the endowment grants which Council has decided, on the
recommendation of the College Contributions Committee, to make out of the accumulated
balance of the College Contributions Fund. Text of Decree (1) The following amounts shall
be paid in 2002 to the college named in each case under the provisions of Tit. XII, Sect. I,
cl. 2 (b) (Statutes, 2000, p. 80, as amended by Statute (2)
approved by
Congregation on 12 December 2000 and by Her Majesty in Council on 18 July 2001,
Gazette, Vol. 131, pp. 403, 472; Vol. 132, p. 6) as grants for the
enlargement
of the permanent endowment of those colleges:

Decree (2): College Contributions Scheme unit of
statutory
endowment income
Explanatory note
The following decree sets the unit of statutory endowment income for 2001-2 under the
college Contributions Scheme at £123,000. This represents an increase of 2.6 per cent
(round) from the unit for 2000--1, reflecting a similar increase in the overall statutory
endowment income of colleges between 1999--2000 and 2000--1.
Text of Decree (2)
The unit of statutory endowment income for 2001--2 is set at £123,000 under the
provisions of Tit. XII, Sect. I, cl. 6 (Statutes, 2000, p. 81).

Decrees
The General Purposes Committee of Council has made the following decrees, to come into
effect on 29 March.
Decree (3): Change in title of two of the Directors
of the
Saïd Business School
Explanatory note
The following decree, made by the General Purposes Committee of Council, on the
recommendation of the Social Sciences Board, changes the title of the Director of Corporate
Affairs at the Saïd Business School to Director of Executive Education, and the title
of the Director of Graduate Courses to MBA Director, in order to reflect more closely the
current responsibilities of these posts.
Text of Decree (3)
In Ch. III, Sect. LII, § 2, cl. 4 (Statutes, 2000, p. 312, as amended by
Decree (1) of 26
July 2001 and renumbered by Decree (4) of 11 October 2001, Gazette, Vol.
131,
p. 1354; Vol. 132, p. 188), delete `Graduate Courses, and Corporate Affairs' and substitute
`the MBA, and Executive Education'.

Decree (4): Establishment of John Thresher Memorial
Prize
Explanatory note
The University has learned with gratitude of a proposed benefaction from Mrs Caroline
Thresher, and any further sums which may be contributed for the same purpose, to support
a prize for project work in the fourth year of the M.Phys. Honours Degree, in memory of
her
late husband, Dr John Thresher, a former Rhodes Scholar. The Mathematical and Physical
Sciences Board welcomes this gift, and the General Purposes Committee of Council has made
the following decree to establish the John Thresher Memorial Prize accordingly.
Text of Decree (4)
In Ch. IX, Sect. I (Statutes, 2000, p. 731), insert new § 344 as follows and
renumber
existing §§ 344--56 (pp. 731--9) as §§ 345--57:
`§ 344. Thresher Memorial Prize
1. The sum contributed by Mrs Caroline Thresher in memory of her husband, Dr John
Thresher, shall be applied to support a John Thresher Memorial Prize for undergraduate
project work in Physics.
2. The fund shall be administered under the Mathematical and Physical Sciences Board
by the Academic Committee of the Physics Department.
3. Until such time as the Department of Physics, with the approval of the Mathematical
and Physical Sciences Board, shall decide otherwise, the prize shall be awarded by the
examiners for the Degree of Master of Physics to the candidate who has, in their judgement,
completed the best Project in the area of Particle Physics.
4. Council shall have power to alter this decree from time to time so long as the main
object of the prize, as defined in clause 1 above, is always kept in view.'

1 Admission of Proctors
TIMOTHY PETER SOFTLEY, MA (PH.D. Southampton), Fellow of Merton College, and
ELIZABETH ANNE CHAPMAN, MA (BA Durham; DIP.LIB. London; MA CNAA),
Fellow
of Somerville College, were presented to the Vice-Chancellor and admitted to office, the
former as Senior Proctor and the latter as Junior Proctor for the ensuing year.
2 Admission of Assessor
STEPHEN ROBERT PARKINSON, MA (MA, PH.D. Cambridge), Fellow of Linacre
College, was presented to the Vice-Chancellor and admitted to office as Assessor for the
ensuing year.
3 Admission of Pro-Proctors
The Senior Proctor nominated DAVID JAMES PATERSON, MA, D.PHIL., Fellow of
Merton
College, and JOHN SAMUEL EIDINOW, MA, Merton College, to be his Deputies.
The Junior Proctor nominated PAULINE ANN ADAMS, B.LITT., MA, and BENJAMIN
JOHN THOMPSON, MA, D.PHIL., Fellows of Somerville College, to be her
Deputies.
The Deputies were presented to the Vice-Chancellor and admitted to office.
