CONGREGATION 15 January 2 p.m.

¶ Members of Congregation are reminded that written notice of any intention to vote against the preamble of the statute at item 1 below or the resolutions at items 2 and 3 below, signed in each case by at least two members of Congregation, must be given to the Registrar by noon on Monday, 7 January (see the Guide to Procedures in Congregation cited in the note at the end of `University Agenda').

1 Promulgation of Statute

Statute: Sir Edgar Williams University Parks Tree Fund

Explanatory note

The following statute, and the decree to be made by Council if the statute is approved, allow the Curators of the University Parks, as the board of management for the Edgar Williams University Parks Tree Fund, to make greater use of the income of the fund by permitting its application in areas outside, as well as inside, the University Parks themselves.

WHEREAS it is expedient to enable greater use to be made of the income from the Sir Edgar Williams University Parks Tree Fund, NOW THE UNIVERSITY OF OXFORD, in exercise of the powers in that behalf conferred upon it by the Universities of Oxford and Cambridge Act, 1923, and of all other powers enabling it, ENACTS, subject to the approval of Her Majesty in Council, AS FOLLOWS.

`Section LXVI. Of the Sir Edgar Williams University Parks Tree Fund

1. The moneys raised to mark the notable service of Sir Edgar Williams as Warden of Rhodes House, 1952--80, shall, together with any further sums which may be contributed for this purpose, constitute the Sir Edgar Williams University Parks Tree Fund, the net income of which shall be devoted to the planting and cataloguing of trees and shrubs on land owned by the University and maintained by the University Parks Department.

2. The fund shall be administered by the Curators of the University Parks.

3. Any income not expended in any year shall be carried forward for expenditure in subsequent years.

4. Congregation shall have power to alter this statute from time to time, provided that the main object of the fund, as defined in clause 1 above, is always kept in view.'

2 In the Schedule to the new University Statutes approved by Congregation on 11 December 2001, subject to the approval of Her Majesty in Council (Gazette, pp. 372, 508; see also `University Acts' above), insert new Part 65 as follows and renumber existing Part 65 as Part 66:

`Part 65: Sir Edgar Williams University Parks Tree Fund

65.1. The moneys raised to mark the notable service of Sir Edgar Williams as Warden of Rhodes House, 1952--80, shall, together with any further sums which may be contributed for this purpose, constitute the Sir Edgar Williams University Parks Tree Fund, the net income of which shall be devoted to the planting and cataloguing of trees and shrubs on land owned by the University and maintained by the University Parks Department.

65.2. The fund shall be administered by the Curators of the University Parks.

65.3. Congregation may from time to time amend this Part so long as the main object of the fund, as defined in section 65.1 above, is always kept in view.'


Decree to be made by Council if the Statute is approved

2 Voting on Resolutions authorising expenditure from the Higher Studies Fund

(1) That the University be authorised to expend from the part of the Higher Studies Fund earmarked for Social Studies the sum of £15K per annum for five years from 2002--3 towards library costs associated with the appointment of the new Professor of Contemporary Chinese Studies. (2) That the University be authorised to expend from the part of the Higher Studies Fund earmarked for Social Studies the sum of £15K per annum for three years, in order to provide a supplement in respect of an appointment in the Department of Politics and International Relations.

(3) That the University be authorised to expend from the unearmarked part of the Higher Studies Fund a sum of up to £10K per annum for three years for part-time clerical support for the Uehiro Professor in Applied Ethics.

(4) That the University be authorised to expend from the unearmarked part of the Higher Studies Fund the total sum of £34.5K over three years, in order to provide research support for the Professor of Indian History and Culture.

(5) That the University be authorised to expend from the unearmarked part of the Higher Studies Fund a sum of up to £50K over five years towards the cost of the Visiting Professorship in French.

3 Voting on Resolution approving the conferment of an Honorary Degree

That the conferment of the Degree of Doctor of Civil Law, honoris causa, upon PROFESSOR ROMANO PRODI, President of the Commission of the European Communities, be approved.

¶ Professor Prodi has been President of the European Commission since 1999. He was a Member of the Italian Parliament from 1996 to 1999, and Prime Minister between 1996 and 1998. He was Professor of Industrial Organisation and Industrial Policy at the University of Bologna from 1971 to 1999, and has written many publications on European industrial policies, public enterprises in Italy, and the comparative analysis of economic systems.

If the Resolution is approved, the honorary degree will be conferred at a special ceremony on a date to be announced.
