Decrees

Council has made the following decrees, to come into effect on 27 July.

Decree (1): Composition of the Finance Committee of Council

Explanatory note

Council's Finance Committee currently comprises the Vice-Chancellor and three persons elected by Council of whom at least one must be a member of Council and one a member of the Audit Committee. Under the current HEFCE Audit Code of Practice, members of an Audit Committee may not normally serve on a Finance Committee. The following decree changes the composition of the Finance Committee accordingly.

Text of Decree (1)

1 In Ch. II, Sect. I, § 8, cl. 1 (2)--(4) (Statutes, 2000, p. 225), delete `and one shall be a member of the Audit Committee'.

2 Ibid., insert new second paragraph:

`No member of the Audit Committee may also serve as a member of the Finance Committee.'

3 This decree shall be effective from 1 October 2001.

Decree (2): Establishment of Borthwick-Norton Fund

Explanatory note

The late Mrs E.S. Borthwick-Norton generously bequeathed a collection of ornithological works by John Gould, FRS (1804--81), to the Alexander Library at the Edward Grey Institute of Field Ornithology. The items in the collection were already held by the Bodleian, so on the recommendation of the director of the institute and with the agreement of the executors of Mrs Borthwick-Norton's estate and the concurrence of the former Libraries Committee, Council approved the sale of the collection in order to endow a fund, to be known as the Borthwick-Norton Fund, in support of the Alexander Library and the work of the Edward Grey Institute. The following decree establishes this fund.

Text of Decree (2)

In Ch. IX, Sect. I (Statutes, 2000, p. 602), insert new § 28 as follows and renumber existing §§ 28--34 (pp. 602--6, as renumbered by Decree (3) of 18 January 2001, Gazette, p. 521) as §§ 29--35:

`§ 28. Borthwick-Norton Fund

1. The proceeds from the sale of ornithological works generously bequeathed to the Alexander Library of the Edward Grey Institute of Field Ornithology by the late Mrs E.S. Borthwick-Norton shall be used to establish a fund which shall be known as the Borthwick-Norton Fund.

2. The first call on the net annual income of the fund shall be the support of the Alexander Library.

3. Any income not required for the purpose defined in clause 2 above shall be used to support the work of the Edward Grey Institute of Field Ornithology in such other ways as may be approved by the board of management of the fund. Any income not expended in any year shall be carried forward for expenditure in subsequent years.

4. The board of management of the fund shall consist of:

(1) the Director of the Edward Grey Institute of Field Ornithology, who shall be chairman;

(2) the Librarian of the Alexander Library;

(3) the Head of the Department of Zoology;

(4) a nominee of the British Ornithological Union.

5. Council shall have power to alter this decree from time to time, provided that the main object of the fund, as defined in clauses 1 and 2 above, is always kept in view.'

Decree (3): Appointment of temporary University Lecturer (non-medical) in Orthopaedic Surgery

Notwithstanding the provisions of Ch. VII, Sect. IV, § 3, cl. 3 (ii) (Statutes, 2000, p. 518), Council may appoint a temporary University Lecturer (non-medical) in Orthopaedic Surgery for a period not exceeding five years, in circumstances other than those prescribed in that clause.

PLANNING AND RESOURCE ALLOCATION COMMITTEE OF COUNCIL

Decrees

The Planning and Resource Allocation Committee of Council has made the following decrees, to come into effect on 27 July.

Decree (4): Matriculation for Theological Courses of Members of Theological Colleges

Explanatory note

The following decree, made by the Planning and Resource Allocation Committee of Council on the recommendation of the Theology Board, extends for a further five years the current arrangements for the presentation for matriculation by St Stephen's House and Ripon College, Cuddesdon, of an annual total of up to sixty full-time-equivalent students for certain theological courses offered by the University.

At the same time, opportunity is taken (in clauses 2 and 3) to update the list of such courses by the addition of the recently introduced Diploma in Applied Theology.

Decree (5): Establishment of Professorship of Nanomaterials

Explanatory note

The Planning and Resource Allocation Committee of Council has accepted the proposal made by the Mathematical and Physical Sciences Board for the establishment of a Professorship of Nanomaterials. The following decree establishes the new chair accordingly.

Text of Decree (5)

1 In Ch. VII, Sect. I, § 5. B, SCHEDULE A, concerning professorships (Statutes, 2000, p. 381), after `Heather Professor of Music' insert:

`Professor of Nanomaterials'.

2 Ibid., Sect. III, concerning particular professorships (p. 474), insert new § 221 as follows and renumber existing §§ 221--2 as §§ 222--3:

`§ 221. Professor of Nanomaterials

1. The Professor of Nanomaterials shall lecture and give instruction in Nanomaterials.

2. The professor shall be elected by an electoral board consisting of:

(1) the Vice-Chancellor, or, if the head of the college specified in (2) of this clause is Vice-Chancellor, a person appointed by Council;

(2) the head of the college to which the professorship shall be for the time being allocated by Council under any decree in that behalf, or, if the head is unable or unwilling to act, a person appointed by the governing body of the college;

(3) a person appointed by the governing body of the college specified in (2) of this clause;

(4), (5) two persons appointed by Council;

(6)--(9) four persons appointed by the Mathematical and Physical Sciences Board.

3. The professor shall be subject to the General Provisions of the decree concerning the duties of professors and to those Particular Provisions of the same decree which are applicable to this chair.'

The following change in regulations made by the General Purposes Committee of Council on the recommendation of the Humanities Board will come into effect on 27 July.

With effect from 1 August 2001

In Ch. II, Sect. XII, § 1, Regulations of the General Board (Statutes, 2000, p. 251), delete `Department of the History of Art;'.
