Degree by Special Resolution

HEBDOMADAL COUNCIL 11 October

1 Decree

Council has made the following decree, to come into effect on 29 October.

Decree (1): Establishment of Sports Strategy Committee

Explanatory note

On the recommendation of the Committee to Review University Sport, Council has agreed to establish a Sports Strategy Committee to replace the existing Committee for University Sport. The new committee will be responsible to Council for the governance of university sport, and will submit annual reports to Council setting out its medium-term plans and the progress made towards achieving those plans.

Text of Decree (1)

1 In Ch. III, delete Sect. lxxvii (Statutes, 1997, p. 342, as renumbered by Decree (2) of 29 July 1999, Gazette, Vol. 129, p. 1578), and substitute:

`Section LXXVII. Sports Strategy Committee

1. There shall be a Sports Strategy Committee consisting of:

(1), (2) a chairman and a vice-chairman, appointed by Council, of whom one shall be a man and one a woman;

(3) one of the Proctors or the Assessor as may be agreed between them;

(4), (5) two persons who are Senior Members of foundation sports, appointed by the Senior Members of the clubs concerned;

(6), (7) two persons who are Senior Members of development sports, appointed by the Senior Members of the clubs concerned;

(8) a person who is the Senior Member of an established sport, appointed by the Senior Members of the clubs concerned;

(9), (10) the President of the Sports Federation ex officio and another member of the Sports Federation appointed by that federation, of whom one shall be a man and one a woman, and who shall represent the interests of recognised sports;

(11), (12) two persons appointed by the Conference of Colleges, of whom one shall be a man and one a woman, and who shall have an interest in one of the recognised sports or the organisation of college sport (or both).

The members appointed under (1) and (2) above shall hold office for four years. The members appointed under (4)–(8) and (11) and (12) above shall hold office for three years. The member appointed under (10) above shall hold office for one year. Members appointed to fill vacancies caused otherwise than by lapse of time shall hold office for the unexpired residue only of the periods of office of the members whom they succeed. All members shall be eligible for reappointment.

The committee shall have power to co-opt up to three additional members for such periods as it shall see fit.

The Director of Sport and the Development Executive (Sport) shall be entitled to attend meetings, but shall not be voting members, of the committee, provided that the committee may require either or both to withdraw for all or part of any meeting.

2. The committee shall be responsible to Council for the governance of university sport, and shall submit annual reports to Council setting out its medium-term plans and the progress made towards achieving those plans.

3. The committee shall receive an annual grant, of an amount determined by the Committee on the Council Departments, towards the costs of the staff of the Sports Department and the running and upkeep of its facilities. The committee shall have oversight of the use of the grant and any other income and funds for university sport received by the department, provided that the day-to-day running of the department shall be the responsibility of the Director of Sport in line with guidelines set from time to time by the Buildings Committee in relation to buildings, and in accordance with agreements with the Curators of the University Parks for the use of facilities in the University Parks and with the Estates Committee for the use of the Marston Field.'

CONGREGATION 12 October

1 Declaration of approval of unopposed Statutes promulgated on 29 June

No notice of opposition having been given, Mr Vice-Chancellor declared the Statutes (1) transferring the name of Clifford Chance from the Professorship of European Law to the Professorship of Comparative Law and (2) renaming the Professorship of Atmospheric Physics approved.

2 Promulgation of Statutes

Forms of Statutes were promulgated. No notice of opposition having been given, Mr Vice-Chancellor declared the preambles carried of the proposed Statutes (1) establishing a Degree of Master of Fine Art, (2) establishing an Ernest Butten Professorship of Management Studies, and (3) concerning the Prize for an English Poem on a Sacred Subject.
