Decree

Council has made the following decree, to come into effect on 23 June.

Decree (1): Establishment of a Department of Politics and International Relations

Explanatory note

The following decree, made on the recommendation of the Social Studies Board and with the concurrence of the General Board, establishes the Department of Politics and International Relations, and makes provision for a headship of the department.

The establishment of a Department of Politics and International Relations brings Politics organisationally into line with the other components of the Social Studies Faculty: Economics, Sociology, and Social Policy and Social Work. It is envisaged that it will improve the capacity of the Sub-faculty of Politics to respond to the Research Assessment Exercise and Teaching Quality Assessment, and to prepare for the eventual bringing together of its activities for the first time (when stage two of new building on the St Cross site can be funded).

Text of Decree (1)

1 In Ch. III (Statutes, 1997, p. 329), insert new Sect. LXIV as follows and renumber existing Sectt. LXIV--LXIX (pp. 329--36) as Sectt. LXV--LXX:

`Section LXIV. Politics and International Relations, Department of

1. There shall be a Department of Politics and International Relations, over which the Board of the Faculty of Social Studies shall exercise general supervision.

2. The department shall be assigned by the General Board for a specified period not exceeding three years in the first instance to a person holding an established academic post in the University or an equivalent appointment in a college or other society, on the recommendation of the Board of the Faculty of Social Studies. The person to whom the headship of the department is assigned shall have the title of Head of the Department of Politics and International Relations. The head of department shall be eligible for reappointment for a maximum of one further period of office not exceeding three years.

3. The duties of the head of department shall include the general supervision, under the Board of the Faculty of Social Studies, of research, advanced study, and teaching in the department. The head of department shall engage in advanced study or research and shall give or hold such number of lectures or classes as are required by the terms of his or her normal university post, except that the Board of the Faculty of Social Studies may recommend to the General Board that he or she be given remission from such specified duties attached to that post as shall be considered appropriate in view of his or her additional responsibilities as head of department. The head of department shall have charge of the department, subject to clause 1 of this decree, and shall receive a special allowance as set out in Ch. VII, Sect. I, § 7, Schedule V.

4. (a) The departmental general purposes committee shall appoint all non- academic and academic-related staff and prescribe their duties and conditions of service, provided that the terms of appointment shall be subject to approval by or on behalf of the Staff Committee.

(b) Appointments to academic posts in the department shall be made by the faculty board on the recommendation of a committee appointed by the board (of which the head of department or his or her nominee shall be a member, and which may include other persons not being members of the board), and the duties and conditions of service of any such appointment shall be prescribed by the faculty board. Such appointments shall also require approval by the General Board, such approval to cover the person appointed, his or her stipend, period of office, and duties, and any other conditions as determined by the faculty board.

(c) All appointments shall be subject to the provisions of any statute, decree, or regulation of general application.

5. The constitution of the department, which shall in all respects be subject to the conditions of this decree, shall be determined by the Board of the Faculty of Social Studies and shall be incorporated in the board's Standing Orders.'

2 In Ch. VII, Sect. I, § 7, SCHEDULE V (p. 395, as amended by Decree (2) of 16 July 1998, Gazette, Vol. 128, p. 1475), after `Head of the Department of Clinical Pharmacology' insert:

`Head of the Department of Politics and International Relations'.

3 This decree shall be effective from 1 August 2000.
