CONGREGATION 28 February

Degree by Special Resolution

No notice to the contrary having been received under the provisions of Tit. II, Sect. vi, cl. 6 (Statutes, 1997, p. 15), the following resolution is deemed to have been approved at noon on 28 February.

HEBDOMADAL COUNCIL 28 February

1 Decree

Council has made the following decree, to come into effect on 17 March.

Decree (1): Attendance at meetings of the new Council

Explanatory note

Under the changes in governance structures approved by Congregation on 29 June 1999 (Gazette, Vol. 129, pp. 1323, 1482), the present Hebdomadal Council will be replaced by the new Council of the University with effect from the beginning of Michaelmas Term 2000. It is envisaged that, subject to review in the light of experience, the new Council will normally meet only fourteen times a year, rather than seventeen as the present Council does. This means that it is appropriate to reduce the minimum number of meetings each year which the elected (and in future also nominated and co-opted) members must attend if they are to retain their place for the following year (unless, of course, their current period of office ends in any case). The following decree accordingly reduces the minimum number from twelve meetings to ten, and from ten to eight for a member of Council who has been dispensed from university or college duties for at least one term in the year concerned or who has been absent for other good reason.

If a member of Council elected under the provisions of Tit. IV, Sect. II, cl. 1 (6), (12)–(14), or (17)–(23), or co-opted under the provisions of cl. 1, para. 2 of that section,'.

II, cl. 1 (7), (8) shall have attended fewer meetings than ten less the number of any meetings which have been cancelled in the course of any academic year, his or her seat shall at the close of such year be declared by the Vice-Chancellor to be vacant and shall thereupon be vacated; provided always

(a) that a person nominated to fill a casual vacancy shall only be required to attend the same proportion of meetings due to be held subsequent to the date of the approval by Congregation of his or her nomination as ten bears the total number of meetings due to be held in the academic year, any fraction being reckoned to the nearest unit, and the resulting number then being reduced by the number of any meetings cancelled which were due to be held subsequent to the date of such approval;

(b) that such a member may, at the discretion of the Vice-Chancellor, be deemed to have satisfied the requirements of this sub-section if in any year he or she has attended, but for good reason has been prevented from attending more than, eight meetings less than the number of any meetings which have been cancelled, or in the case of a person nominated to fill a casual vacancy has attended, but for good reason has been prevented from attending more than, such less number as shall have been calculated in proportion to eight by the method (mutatis mutandis) prescribed in proviso (a) above.'

9 This decree shall be effective from 1 October 2000.

Mr Vice-Chancellor reports that the status of Master of Arts under the provisions of Ch. V, Sect. v, cl. 1 (Statutes, 1997, p. 367) has been accorded to the following person who is qualified for membership of Congregation:
