1 Decrees

Council has made the following decrees, to come into effect on 13 August.

List of the decrees:


Decree (1): Changes to the name and governance of the Department of Applied Social Studies and Social Research

Explanatory note

The following decree, made on the recommendation of the Social Studies Board and with the concurrence of the General Board, changes the name of the Department of Applied Social Studies and Social Research to Department of Social Policy and Social Work and revises the decree governing the department, which broadly reflects the arrangements concurrently proposed for the Department of Sociology (see Decree (2) below).

Text of Decree (1)

1 In Ch. III (Statutes, 1997, p. 340), delete Sect. LXXIV and substitute:

`Section LXXIV. Social Policy and Social Work, Department of

1. There shall be a Department of Social Policy and Social Work, over which the Board of the Faculty of Social Studies shall exercise general supervision.

2. The headship of the department shall be assigned by the General Board for a specified period not exceeding three years in the first instance to a person holding an academic post in the University or an equivalent appointment in a college or other society, after consultation with the Board of the Faculty of Social Studies. The person to whom the headship of the department is assigned from time to time shall have the title of Head of the Department of Social Policy and Social Work. The head of department shall be eligible for reappointment for a maximum of one further period of office not exceeding five years.

3. The duties of the head of department shall include the general supervision, under the Board of the Faculty of Social Studies, of research, advanced study, and teaching in the department (with the exception of such activities as are under the direction of the board). The head of department shall engage in advanced study or research and shall give such number of lectures and hold such number of classes as are required by the terms of appointment of his or her normal university post, except that the Board of the Faculty of Social Studies may recommend to the General Board that he or she be given remission from such specified duties attached to that post as shall be considered appropriate in view of his or her additional responsibilities as head of department. The head of department shall have charge of the department, subject to clause 1 of this decree, and shall receive a special allowance as set out in Ch. VII, Sect. I, § 7, Schedule VI.

4. (a) The departmental committee shall appoint all non-academic and academic-related staff and prescribe their duties and conditions of service, provided that the terms of appointment shall be subject to approval by or on behalf of the Staff Committee.

(b) Appointments to academic posts in the department shall be made by the faculty board on the recommendation of a committee appointed by the board (of which the head of department shall be a member, and which may include other persons not being members of the board), and the duties and conditions of service of any such appointment shall be prescribed by the faculty board. Such appointments shall also require approval by the General Board, such approval to cover the person appointed, his or her stipend, period of office, and duties, and any other conditions as determined by the faculty board.

(c) All appointments shall be subject to the provisions of any statute, decree, or regulation of general application.

5. The constitution of the department, which shall in all respects be subject to the conditions of this decree, shall be determined by the Board of the Faculty of Social Studies and shall be incorporated in the board's Standing Orders.'

4 This decree shall be effective from 1 August 1999.

Decree (2): Establishment of a Department of Sociology

Explanatory note

The following decree, made on the recommendation of the Social Studies Board and with the concurrence of the General Board, establishes the Department of Sociology and makes provision for the headship of the department. These arrangements arise from the recommendations of the Flemming Report on Sociology, which proposed the creation of an autonomous department with the necessary critical mass to raise the international standing of Oxford Sociology to its proper level.

Text of Decree (2)

1 In Ch. III (Statutes, 1997, p. 341), insert new Sect. LXXV as follows and renumber existing Sectt. LXXV–LXXVII (pp. 341–3) as Sectt. LXXVI–LXVIII:

`Section LXXV. Sociology, Department of
