CONGREGATION 23 November
Conferment of Honorary Degrees
The Degree of Doctor of Civil Law, honoris causa,
approved by Special Resolution of Congregation on 10 February
1998, was conferred upon:
(1) RICHARD CHARLES LEVIN, B.LITT. (BA Stanford; PH.D. Yale),
Honorary Fellow of Merton College, President of Yale University;
and
(2) NEIL LEON RUDENSTINE, MA (BA Princeton; PH.D. Harvard),
Honorary Fellow of New College, President of Harvard University.

Degree by Special Resolution
No notice to the contrary having been received under the
provisions of Tit. II, Sect. vi, cl. 6 (Statutes,
1997, p. 15), the following resolution is deemed to have been
approved at noon on 23 November.

1 Decrees
Council has made the following decrees, to come into effect on 11
December.
List of the decrees:
Decree (1): Electoral Board for the
Professorship of Comparative Law
Explanatory note
The following decree, made on the recommendation of the Law Board
and with the concurrence of the General Board and of Brasenose
College, increases the size of the board of electors to the
Professorship of Comparative Law by two places. The purpose of
the change is to ensure that each electoral board has access to a
sufficiently wide range of expertise from within and outside the
University; this is in keeping with the recommendations of the
Joint Working Party on Statutory Posts.
Text of Decree (1)
In Ch. VII, Sect. III, § 175, cl. 2 (Statutes,
1997, p. 460), delete items (5)--(7) and substitute:
`(5), (6) two persons appointed by the General Board;
(7)--(9) three persons appointed by the Board of the Faculty
of Law.'

Decree (2): Establishment of Ralph
Chiles, CBE, Award
Explanatory note
Council has learned with gratitude of the bequest of the late
Mavis Stanley, to be used for the furtherance of legal studies
within the University. The following decree provides for the
formal acceptance of this bequest.
Text of Decree (2)
In Ch. XI, Sect. I (Statutes, 1997, p. 613), insert
new § 47 as follows and renumber existing §§ 47--
58 (pp. 613--20) as §§ 48--59:
`§ 47. Chiles Award Fund
1 The University accepts with gratitude from the Executors of the
Estate of Mavis Stanley the sum of £5,000 which shall be
used, together with any further sums accepted for this purpose,
to establish a fund, to be called the Ralph Chiles, CBE, Award
Fund, for the furtherance of legal studies within the University.
2 The fund shall be administered by the Board
of the Faculty of Law which shall apply the income of the fund
for the award of scholarships, prizes, or grants under such
conditions as the board shall from time to time determine.
3 Income not spent in any year shall be
carried forward for expenditure in subsequent years.
4 Council shall have power to alter this
decree from time to time, provided that the main object of the
fund, as defined in clause 1 above, is always kept in view.'

Decree (3): St Catherine of Alexandria
Prize
Explanatory note
No notice of opposition having been given, Mr Vice-Chancellor
will declare carried at the meeting of Congregation on 1 December
the Statute concerning the St Catherine of Alexandria Prize,
which was promulgated on 17 November (see `University Agenda'
below). Council has accordingly made the following decree, which
gives effect to consequential changes.

Decree (4): Definition of persons
entitled to be charged university composition fees at the
appropriate `home' rate
Explanatory note
The following decree incorporates amendments contained in the
Education (Fees and Awards) (Amendments) Regulations 1998 into
the University's definition of persons entitled to be charged
university composition fees at the appropriate `home' rate. The
purpose of the amendments is to clarify the drafting in respect
of the provisions relating to a spouse or a child of an EEA
migrant worker.

Decree (5): Conferment of the title of
Visiting Professor (Professor F. Vollrath)
The title of Visiting Professor in Animal Behaviour is conferred
on Professor F. Vollrath, Professor of Zoology at the University
of Aarhus, Denmark, for three years with effect from 1 December
1998.

Decree (6): Appointment of an
additional Curator of the University Chest (Sir John Carter)
Notwithstanding the provisions of Tit. IV, Sect. III, cl. 3
(Statutes, 1997, p. 35), Council may appoint Sir
John Carter, Jesus College, as an additional Curator of the
University Chest.

Decree (7): Remission of composition
fees (Mr C. Mein)
Notwithstanding the provisions of Ch. VIII, Sect. I, § 6,
cl. 15 (Examination Decrees, 1998, p. 1107), Mr C.
Mein, Green College, shall be required to pay one-half of the
prescribed composition fees for the academic year 1998--9.
