No notice to the contrary having been received under the

Decree (1): Terms of reference and
composition of the Committee on Continuing Education
Explanatory note
The following decree, made on the recommendation of the Committee
on Continuing Education and with the concurrence of the General
Board, modifies the committee's terms of reference so that it is
no longer precluded from promoting all postgraduate medical
education but only that which is the specific responsibility of
the Director of Postgraduate Medical and Dental Education and
Training. The Clinical Medicine Board has concurred in this
change. The decree additionally makes provision for the Academic
Dean in the Department for Continuing Education to be an ex
officio member of the committee. This is thought to be
important given the responsibility of the Academic Dean for
quality assurance arrangements. The opportunity is taken also to
update the list of members to reflect the fact that for some
years there have been three Deputy Directors of the Department
for Continuing Education, each of whom should be an ex
officio member.

Decree (2): Establishment of Nuffield
Professorship of Comparative European Politics
Explanatory note
No notice of opposition having been given, Mr Vice- Chancellor
will declare carried, without holding the meeting of Congregation
on 16 December, Statute (1) establishing a Nuffield Professorship
of Comparative European Politics, which was promulgated on 2
December (see `University Agenda' below). Council has accordingly
made the following decree, which gives effect to consequential
changes.

Decree (3): Removal of anomalies
Explanatory note
The following decree removes anomalies and makes consequential
amendments to existing decrees which have been overlooked in
recent legislation.

1 In Ch. III, Sect. IV, cl. 1 (5) (twice),
concerning the Committee for Archaeology (Statutes,
1997, p. 266), and Ch. IX, Sect. I, § 162, Boise Gift,
concerning the Boise Gift to the Department of Human Anatomy (p.
660, as renumbered by Decree (2) of 25 September 1997,
Gazette, p. 4), in each case delete `Curator' and
substitute `Director'.
[The need to make these changes was overlooked when the
office of Curator of the Pitt Rivers Museum became the
Directorship of the museum.]
2 In Ch. III, Sect. XLI, § 2, cl. 1
(4), concerning the Advisory Committee for Forestry (p. 310),
delete `Minister of Overseas Development' and substitute
`Secretary of State for International Development'.
3 Ibid., cl. 1 (5), delete `Overseas
Development Administration' and substitute `Department for
International Development'.
[Clauses 2 and 3 take account of a recent change in the
title of the government ministry concerned.]
4 In Ch. VII, Sect. I, § 7, SCHEDULE

[Clauses 4 and 5 correct a reference to the Director of
the Oxford University Museum of Natural History which was
overlooked when the titles of the University Museum and of its
head were changed.]

the Savilian Professor of Astronomy (p. 407), delete cl. 3 and
renumber existing cl. 4 as cl. 3.
[This clause removes an obsolete reference to the office
of Radcliffe Observer, which no longer exists.]
7 In Ch. IX, Sect. I, § 299, cl. 4,
concerning the Rolleston Memorial Prize (p. 714), delete `added
to the capital of the fund' and substitute `carried forward for
expenditure in subsequent years'.

[Clauses 7 and 8 amend an existing provision for the
accumulation of unspent income to capital, which is no longer
permissible in law, and delete a now otiose provision stating
expressly that the prize is open both to women and to
men.]
9 In Ch. XI, Sect. I, § 9, cl. 1,
concerning the commemoration of benefactors (p. 764), after `by
decree.' insert `The list of names shall be divided by the
Vice-Chancellor into three sections, one of which shall be read
out in turn at each successive commemoration.'
[This provision was inadvertently omitted when the list
of benefactors to be commemorated by the preachers of certain
University Sermons was last revised.]

certain departmental allowances, was drafted, the need for clause
3 to have a different effective date from clauses 1 and 2 was
overlooked.]

Decree (4): Transfer to the General
Board of authority to grant leave to academic staff for periods
of more than one year
Decree (5): Transfer to the General
Board of authority to confer the title of Visiting Professor
Decree (6): Transfer to departments of
authority to award extra salary increments to departmental
lecturers
Explanatory note
Council and the General Board have agreed that it would be
appropriate for there to be changes in responsibility for making
final decisions in respect of certain academic staffing matters.
Decree (4) below accordingly gives the Board authority to grant
leave to academic staff for periods beyond one year, such cases
(e.g. for leave to hold prestigious research awards) having
previously required Council to make a decree. Decree (5) gives
the Board authority to confer the title of Visiting Professor.
Under its existing powers, the Board may then itself delegate
authority for decisions in these areas to certain of its standing
committees; these committees would refer cases of doubt or
difficulty to the Board, and the Board itself would refer any
appropriately complex or sensitive matters to Council. Decree (6)
transfers authority from the Board to departments for the award
of extra salary increments to departmental lecturers (guidelines
will be provided for departments in this area), and also takes
the opportunity of removing an obsolete provision requiring
copies of such lecturers' contracts to be forwarded to the
University Offices.

1 In Ch. VII, Sect. I, § 5. A, concerning
dispensation from prescribed duties (Statutes, 1997,
p. 382), delete cl. 12 and substitute:
`12. Complete or partial dispensation from the obligation to
reside or to lecture or to give instruction or to perform other
prescribed duties (other than the duty prescribed by clauses 6
and 7 hereof) may be granted by the General Board to professors,
readers, lecturers, or the holders of other offices appointment
to which is made by, or is subject to the approval of, the Board,
in accordance with Tit. X, Sect. I, proviso (d) or on
account of ill health or for any other reason which it judges to
be sufficient.'

Decree (7): Jacques Delors Professorship
of European Community Law
Explanatory note
The European Commission has made a grant towards the endowment
of
the Jacques Delors Professorship of European Community Law. The
following decree provides for the formal acceptance of these
funds.

1 In Ch. VII, Sect. III, § 180
(Statutes, 1997, p. 462), insert new cll. 1--3 as
follows and renumber existing cll. 1--4 (pp. 462-3) as cll. 4--7:
`1. The University accepts with gratitude from the European
Commission funds towards the costs of the Jacques Delors
Professorship of European Community Law.
2. The net income of the fund shall be applied to the cost of
the professorship (including salary, National Insurance, and
superannuation), and may also be applied to other costs
associated with the professorship (including support costs).
3. The Board of the Faculty of Law shall be the board of
management of the fund.'

by Council, provided that the object of the fund as defined in
clause 1 above is always kept in view.'

Decree (8): Format of class and pass
lists for university examinations
Explanatory note
In Michaelmas Term 1991 Congregation passed a general resolution
instructing Council to legislate to provide, for a trial period
of five years, for the publication of class lists for university
examinations without specifying the names of the colleges or
other societies of candidates (Gazette, Vol. 122,
p.
462). When Council subsequently made the necessary decree (ibid.,
p. 593), it stated that it would review the position in the final
year of the trial period, i.e. in 1995--6. In the course of that
review Council noted that the exclusion of college names had not
in the event prevented the continued publication of `Norrington
Tables' as the proponents of the resolution had hoped, but it
agreed that there should be further consultation with colleges,
both individually and through the Conference of Colleges.
Meanwhile, in order to allow time for such further consultation,
Council made a decree extending the exclusion of college names
until the end of the academic year 1997--8 (Decree (5) of 15 May
1997, Gazette, Vol. 127, p. 1092).
The great majority of the colleges which have commented
individually favours the reinstatement of college names, and the
Conference agreed at its meeting on 13 November to support such
reinstatement. Council has therefore now made the following
decree, which provides accordingly. Council sees no point in
deferring the implementation of this decision, and cl. 6 of the
decree therefore makes it effective immediately rather than from
1 October 1998.
Opportunity is taken in the following decree also to make a minor
change, suggested by the Proctors, in the existing provisions
governing the information which examiners are required to include
in certain examination lists. Although in the case of a number
of
qualifications it is possible to sit an examination in more than
one stage, the present format of the lists for the relevant
examinations does not specify whether or not a candidate has
completed all the examination requirements for the qualification
concerned, and this can lead to difficulty. Cll. 4 and 5 of the
decree therefore introduce the relevant provision.

Decree (9): Dispensation from prescribed
duties (Professor J.S. Vickers)
Dispensation from prescribed duties is granted to J.S. Vickers,
MA, M.Phil., D.Phil., Fellow of All Souls College and Drummond
Professor of Political Economy, for Trinity Term 1998 on a
part-time basis and for the academic years 1998--9 to 2001--2
inclusive on a full- time basis, to enable him to take up
appointment for that period as Chief Economist of the Bank of
England.

Decree (10): Consent to amendments to
Statutes of Magdalen College
The consent of the University is given to the amendments to
Statutes II, VII, IX, X, XVI, and XXI of Magdalen College
approved by the Governing Body on 16 October 1996, in so far as
such consent is required by Section 7 (2) of the Universities of
Oxford and Cambridge Act, 1923.
Note. The effect of the amendments is to remove
redundancies and inconsistencies.
Decree (11): Consent to amendments to
Statutes of St Edmund Hall
The consent of the University is given to the amendments to
Statute V of St Edmund Hall approved by the Governing Body on 24
April 1997 and 9 October 1997, in so far as such consent is
required by Section 7 (2) of the Universities of Oxford and
Cambridge Act, 1923.
Note. The effect of the amendments is to create a new
category of fellowship.
