Notice

The meeting of Congregation is cancelled. The first item of business comprises questions to which no opposition has been notified and in respect of which no request for an adjournment has been received, and Mr Vice-Chancellor will accordingly declare the statutes approved and the special resolution carried without a meeting under the provisions of Tit. II, Sect. iii, cl. 11 (Statutes, 1995, p. 8). If due notice is given of opposition to the second item of business, the Special Resolution will be adjourned to a later meeting of Congregation.

2 Degree by Special Resolution

The following special resolution will be deemed to be approved at noon on 25 June, unless by that time the Registrar has received notice in writing from two or more members of Congregation under the provisions of Tit. II, Sect. vi, cl. 6 (Statutes, 1995, p. 13) that they wish the resolution to be put to a meeting of Congregation.

Promulgation of Statutes

Explanatory note to Statute (1)

The following statute, and the decree to be made by Council if the statute is approved, which are promoted on the recommendation of the Delegates of the University Press, make certain changes to the current legislation governing the delegates and their Finance Committee:

(1) they increase from four years to five the full period of office for members of the Finance Committee who are also delegates (i.e. those who are not `external' members of the committee), five years being the full period of office for delegates, while maintaining the provision that periods on the committee and the delegacy should be coterminous (see cl. 4 of the decree);

(2) they reduce from four periods of five years to three such periods the maximum length of continuous service on the delegacy, from first appointment as a delegate, for the Chairman of the Finance Committee (see cl. 2 of the statute);

(3) they extend eligibility for election as chairman of the committee to former delegates with recent experience on the committee (see cll. 2 and 3 of the decree), and provide for such a chairman to become a supernumerary delegate (see cll. 1 and 3 of the statute and cl. 1 of the decree), provided that such a chairman shall serve in that capacity for only one five-year period (see cl. 5 of the decree).

Explanatory note to Statute (2)

In the drafting of the statute to change the previous cycle for the election of the Proctors and the Assessor by the addition of four new societies, which was approved by Congregation on 28 May (Gazette, pp. 1165, 1196), account was inadvertently not taken of the fact that the insertion into the cycle of Kellogg College as the society to elect the Assessor for 2003–4 should have led to its subsequent insertion as one of the societies to elect the Proctors for 2016-17. The following statute corrects this anomaly.

(2) WHEREAS it is expedient to correct an anomaly in recent changes to the cycle for the election of the Proctors and the Assessor, THE UNIVERSITY ENACTS AS FOLLOWS.

In Tit. IX, Sect. VI, § 1, cl. 3, SCHEDULE (Statutes, 1995, p. 66, as amended by Statute (2) approved by Congregation on 28 May 1996, Gazette, pp. 1165, 1196), delete the last two lines and substitute:

`2016    Corpus Christi, Kellogg        Jesus 
2017     Brasenose, St Cross            Somerville'.

Explanatory note to Statute (3)

The Peninsular and Oriental Steam Navigation Company has offered the University a munificent benefaction for the endowment of a Professorship of Management Studies (International Business). The following statute, and the decree to be made by Council if the statute is approved, formally accept the benefaction on the conditions agreed with the company, and establish the Peninsular and Oriental Steam Navigation Company Professorship of Management Studies accordingly.

(3) WHEREAS it is expedient to establish the Peninsular and Oriental Steam Navigation Company Professorship of Management Studies, THE UNIVERSITY ENACTS AS FOLLOWS.

In Tit. XIV, Sect. II, cl. 1 (Statutes, 1995, p. 107, as amended by Statute (1) approved by Congregation on 14 November 1995, Gazette, pp. 320, 348), after `Professorships (two) of Management Studies' insert: `The Peninsular and Oriental Steam Navigation Company Professorship of Management Studies'.

Decree to be made by Council if the Statute is approved

1. The University accepts with deep gratitude the munificent benefaction provided by the Peninsular and Oriental Steam Navigation Company to establish a Professorship of Management Studies which shall, unless the company at any time shall request otherwise (in which case any new title attached to the chair shall be subject to the approval of the company), be known as the Peninsular and Oriental Steam Navigation Company Professorship of Management Studies.

2. The Peninsular and Oriental Steam Navigation Company Professor of Management Studies shall lecture and given instruction in Management Studies in the area of International Business.

3. The professor shall be elected by an electoral board consisting of:

(1) the Vice-Chancellor or, if the President of Templeton College is Vice-Chancellor, a person appointed by Council;

(2) the President of Templeton College, or if the President is unable or unwilling to act, a person appointed by the Governing Body of Templeton College;

(3) a person appointed by the Governing Body of Templeton College;

(4) a person appointed by Council after consultation with the Peninsular and Oriental Steam Navigation Company;

(5), (6) two persons appointed by the General Board;

(7) a person appointed by the Board of the Faculty of Social Studies;

(8), (9) two persons appointed by the Committee for the School of Management Studies.

4. The professor shall be subject to General Provisions of the decree concerning the duties of professors and to those Particular Provisions of the same decree which are applicable to this chair.'
