Climate change is increasing the frequency of natural disasters and undermining development efforts. How are international development and humanitarian organizations adapting to climate change? In this talk, Hall will look at the responses of the United Nations High Commissioner for Refugees, the United Nations Development Programme and the International Organization for Migration. She will identify changes in their organizational rhetoric, policy, structure, operations and overall mandate to address climate change. Hall will argue that international bureaucrats can play an important role in mandate expansion, influencing whether and how to expand and lobbying states to endorse this expansion.
